The Président of Public Contracts of the Dschang Council hereby launches on behalf of the Mayors for Dschang Council for a consultation for the supply of minimum packet for some primary schools in the Dschang Council.

The estimated cost of the aforesaid services is 24 113 650 (twenty-four million one hundred thirteen thousand six hundred fîfty) CFA Francs ail taxes included.

Participation in this Invitation to tender shall be open to Cameroonian-based enterprises with experience in the domain.

The services object ofthis request for quotation are flnanced by the Budget of the MINEDUB 2022.

The tender file can be consulted during opening hours in DSCHANG Council at the Général
Secretary Office Tel.: 674 97 87 61.

The tender documents may be obtained at the Service of development of the Dschang Council, upon présentation of a receipt of payment into the public Treasuiy of a non-refundable fee of 48 225 (forty-eight thousand two hundred twenty-fîve) Francs CFA.
The said receipt must identify the payer as representing a consulting firm willing to pai'ticipate in the tender.

Each bid drafted in English or in French in Seven (7) copies including one (1) original and six (6) copies shaU be submitted to from the Dschang council, upon publication of this invitation to tender not later than 11/10/2022 at 08 a.m. local time deposited against a receipt.

The deadline ofexécution set by the Contracting Authority shall be thirty (30) days.

Each bidder shall include in his/her administrative file, a provisional guarantee issued by a weU-established bank, approved by the Ministry in charge of finance and whose list features in Document of the Consultation File with a validity period of Thirty days beyond the original date of validity of bids to the tune of the Mayor of Dschang Council for the amount of 482 273 (four hundred eighty-two thousand two hundred seventy-three} francs CFA;

Any other required administrative documents must be produced as original documents or photocopies certified as authentic by the issuing authority within the last three months ouin course of validity, according to the listing provided for in the spécial régulations of the tender, otherwise they shall not be accepted.
Any bid not in compliance with the spécifications ofthis tender notice and file shall be rejected.
Notably, the absence ofthe provisional guarantee issued by a well-established bank approved by the Ministry in charge of Finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid.

Bids shall be opened in one phase. The administrative, technical and fmancial bids shall be opened on 11/10/2022 at 09 a.m. local time by the Council Tenders Board at the Dschang Council. In the presence of the bidders or their duly authorized représentatives having full knowledge of the file.

MAIN ELIMINATORY CRITERIA:
a) Absence of the provisional guarantee;
b) Absence of an administrative file or noncompliance file not regularized in 48 hours;
c) False déclaration;
d) Falsifïed document.
ESSENTIALS CRITERIA
1) Noncompliance of bid with the technical spécifications;
2) Omission of a quantified unit price;

The contract shall be awarded to the lowest bidder and whose bid compiles with the technical spécifications.
Any bidder can win more than one lot.

Bidders shall be bound by their bids for a period of Sixty (60) days with effect from the date of opening of bids.
