Within the framework of the execution of the 2018 State Budget, the Regional Delegate of Public Contracts for the South West Region hereby launches an open national invitation to tender (by the emergency procedure) for the rehabilitation of the Regional Delegation of MINEPAT South West and the Regional Delegate's Residence in Buea.
. Nature of works: The works comprise notably the rehabilitation of the regional delegation of MINEPAT south West and the Regional Delegate's Residence in Buea. This involves the realization of the tasks outlined in the bills of quantities and cost estimates and elaborated in the special fechnical clauses: The works comprise notably:
- Preparatory works including site installations;
- Refurbishment of défective portions;
- Roofing and ceiling work; Woodwork and glazing;
- Tiling,
- Electrical installations;
- Plumbing installations,
- Painting;
- Masonry works
- ETC
The estimated cost after preliminary studies stands at sixteen million (16 000 000)FCFA ail taxes inclusive.

Participation is opened under the same conditions to all CameroonianCompanies and business concerns that have proven experiences in the field of building construction and civil engineering in general and who are not in a period of suspension by the authority in charge of public contracts.

FOR THE REHABILITATION OF THE REGIONAL DELEGATION OF MINEPAT SOUTH WEST AND THE REGIONAL DELEGATE'S RESIDENCE IN BUEA. "To be opened only during the bid-opening session"
The opening of the bids in one phase shall be done on the 2 8 FEV 2018 at 10:00am prompt in the Conference Hall of the Regional Delegation of Publics Contracts for the South West by the competent tender board. Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity.
The evaluation of bids shall be carried out in three stages:
- Ø 1 st Stage : verification of the presence and conformity of each administrative
document ;
2nd Stage : Evaluation of the technical bids ;
3rd Stage: Analyses of the financial bids.
The criteria of evaluation shall be as follows:
14.1-Eliminatory criteria
- Absence of a document in the administrative file;
- Deadline of execution more thon the prescribed;
- False declaration or falsified or scanned or forged documents;
- Absence or insufficient bid bond;
- Omission of a quantified task on the bill of quantifies and cost estimates
- Enterprise with an abandoned contract or uncompleted project (above
contractual deadline without due justification) in the South west Region.
- Non satisfaction of at least 75% of the main qualification criteria
14.2. Main qualification criteria: The criteria relating to the qualification of candidates coud indicatively be on the following:
- Financial situation
- Experience of the enterprise
- Personnel to be mobilized
- Equipment put at the disposai of the project.
- Methodology/organization of the site
The jobbing order shah be awarded to the bidder whose bid is in conformity to the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 33 of the public contracts code.
The bidders shall be remain committed to their offers during a period of (ninety) 90 days from the deadline set for the submission of bids.
