Within the framework, the Mayor of Melong Council, Contacting Authority, hereby launches a Notice of re_quest for quotation for the acquisition of the minimum package for teacher in the city of Melong, Melong Subdivision, Moungo Division, and Littoral Region.

The services of this contract include the Borehole, pump, and training, according to CCTP joint.

Participation in this invitation of tender is opened to Cameroonian Enterprise who do not have more than one (01) jobbing order on _goin_g in Moungo division at the date of opening of bid.

Supplies which form the subject of this notice of request shall be financed by MINEDUB Budget, exercise 2022 

The file may be consulted during working hours at the Technical services of Melong Council, Contracting Authority

The tender file can be obtained from the publication of the present notice of request at the office of the Technical Services upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of 3o 000 FCFA, at the Melong Council.

Each offer drafted in English or French in seven (07) copies including one (1) original and six (06) copies, marked as such should reach to the General Secretary of Melong Council not later than 12/10/2022  at 11 O’CLOCK local time and should carry the inscription:

NB: Beyond the submission’s deadline, any tenders will no longer be received.

The maximum execution deadline provided for by the Project Owner for the execution of the works of this tender shall be Four (04) month each as from the date of service order

Each bidder must include in his administrative documents, a bid bond per lot issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of (411 500) Francs valid for thirty (90) days beyond.
Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.
They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened once the opening of administrative documents, technical and financial offers shall be done on 12/10/2022 at12 O’clock by the Tenders Board attached at the room acts of Melong Council.
Each bidder may attend the opening session or may be represented by a person of his choice, heaving an expert and excellent knowledge of the offers.

Tender evaluation criteria

• First stage: Verification of the administrative file regularity.
• Second stage: Technical appraisal of the administrative tender attested as regular.
• Third stage: Verification of the financial offer of those companies who’s the tender files has been previously admitted as far as technical and administrative stages are concerned.
The tenders’ evaluation criteria are the followings

Execution deadline
The maximum execution deadline provided for by the Project Owner for the execution of the works of this tender shall be Four (04) month each as from the date of service order

Eliminatory criteria
a) Absence of the bid bond
b) Absence or non-compliance after 48 h of the Opening of the Administrative offer except for the bid bond
c) Absence of Treasury receipt attesting the payment of tender file or BID bond mentioned above;
d) The Used of fraudulent, scanned or non-conform documents (Exposes Under the dispositions of point I.1 of the Circular N°002/CAB/PM of 31 January 2011 relative to the amelioration of performance of the system publics contracts).

e) False declaration in the Tender file of the Bidder no matter the file ; For This effect the contracting authority and DCTB has the reserves and right to authentify all the documents which seems not to correct.
f) Non acceptance of contract such as (CCAP et technical description not paraph, not signed and dated at the end)
g) Declare in his Technical file that the Bidder by honor is not among the enterprise or group of enterprise that have abandon projects for the past Three (03) years and who have not been on the list of suspended enterprises by Ministry Of Public Contracts.
h) Modification of a bill of quantity ;
i) Incomplete financial offer for absence

N.B : The no respect of 80% of the criterias leads to the elimination of the candidate.

Each file declared technically conform most satisfy all eliminatory criterias and have at least 80% of the Essential Criterias mention above. Evaluated in conformity with the table of Evaluation the Technical file.

Bidders will remain committed to the offers during ninety (90) days, from the deadline set for the submission of tenders.
