1.Objet New(Additif)

The Delegate of the Publics Contracts of Upper-Sanaga launches on behalf of the Municipality of Nsem represented by its Mayor (Owner) , an Open Consultation for the supply of a vehicle (01) pick-up 4X4 double cabin with a view to ensuring the optimum functioning of its services and the realization of its statutory missions.

2.Cout Prévisionnel New(Additif)

The estimated cost of the contract amounts to twenty six million five hundred thousand CFA francs (26 500 000).

3.Participation et origine New(Additif)

Participation in this consultation is open to companies specializing in the sale of vehicles and installed in Cameroonian territory.

4.Financement New(Additif)

The vehicle covered by this consultation is financed by the FEICOM / COMMUNE de NSEM budget Fiscal year 2017.

The estimated cost of the contract amounts to twenty six million five hundred thousand CFA francs (26 500 000).

5.Consultation du Dossier New(Additif)

 The consultation dossier may be consulted and withdrawn within the Procurement Department Of the Public Delegation of the Departmental Delegation of the Publics Contracts of UPPER-SANAGA in NANGA-EBOKO of the publication of this notice on presentation of a receipt attesting the payment of the non-refundable sum of fifty thousand (50 000) CFA francs in the Municipal Revenue of NSEM

6.Acquisition du Dossier New(Additif)

 The consultation dossier may be consulted and withdrawn within the Procurement Department Of the Public Delegation of the Departmental Delegation of the Publics Contracts of UPPER-SANAGA in NANGA-EBOKO of the publication of this notice on presentation of a receipt attesting the payment of the non-refundable sum of fifty thousand (50 000) CFA francs in the Municipal Revenue of NSEM

7.Remises des offres New(Additif)

Each offer in English or French in seven (07) copies of which one (01) original and six (06) copies must be delivered in full to the Public Procurement Service of the Divisional Delegation of Publics Contracts of the Upper-Sanaga  at NANGA EBOKO at the latest on April 5 2017 at 10 o'clock precise and must bear the following mention:

8.Delai de Livraison New(Additif)

 The maximum period for delivery of services shall be 45 days from the date of notification of the service order to commence the execution of the contract.

9.Cautionnement Provisoire New(Additif)

Each tenderer must attach to his administrative documents a bid bond in the form specified in the Request for Quotation (DC) of an amount equal to five hundred thousand (500 000) FCFA established by a bank of first class, valid for thirty (30) days beyond the original date of validity of the tenders. The lack of provisional security or its non-conformity with the model included in the Consultation file leads to the opening the systematic rejection of the Offer. The provisional bond shall be automatically released not later than thirty (30) days after the expiry of the validity of the tenders for unsuccessful tenderers. In the event that the Tenderer receives the Letter of Commitment the provisional bond will be released after the constitution of the final surety represented by the holdback.

10.Recevabilité des Offres New(Additif)

Each tenderer must attach to his tender the required administrative documents which must be imperatively produced in the original or in certified copies by the competent authority of the administrations concerned. They must be dated less than three (3) months.

Bids received after the deposit deadline will not be accepted.

Any tender which does not comply with the requirements of this Consultation Document will be declared inadmissible.

11.Ouverture des Plis New(Additif)

The opening of the tenders which will take place in one single time will take place on 05 April 2017 at 11:00 hours by the Divisional Tenders Board of the Divisional Delegation of Public Contracts of Upper Sanaga in Nanga-Eboko.

Only tenderers Attend the opening session or be represented by a person of their choice duly mandated and having full knowledge of the case.

12.Critères d'évaluation New(Additif)

They include the following:

i) Incomplete or non-compliant administrative file on reserve of the dispositions of point I.1 of the circular N° 002/CA/PM of 31 January  2011 relative to the Amelioration of performance in the Public Contract;

ii) False declaration or forged  document. (The Divisional Tenders Board and the Contracting Authority have the right to conduct an authenticity check on any document which seem fraudulent );

iii) Absence in the technical file of a detailed proposed methodology on the execution of the project, organization and planning;

iv) Non satisfaction of at least 80% of essential criteria;

v) Omission of a quantified unit price from the price schedule;

vi)Incomplete financial offer.

 ESSENTIAL CRITERIA

Evaluation shall be based in the manner of either Satisfactory or NON. Assessment of the technical proposal will be carried out on the basis of the criteria shared as follows:

Qualification and experience of personnel in the project;

The company’s references;

Availability of materials and the essential ones;

Methodology of execution date line;

Proof of financial capability

13.Durée Validité des Offres New(Additif)

Tenderers shall remain bound by their tenders for ninety (90) days from the closing date for the submission of tenders.
