FOR THE ACQUISITION AND INSTALLATION OF CURTAINS/BLINDS, ACCESSORIES AND CARPETS FOR THE OFFICE OF THE PUBLIC INDEPENDENT CONCILIATOR SOUTH WEST REGION

The service consists of the supply and Installation of Curtains/Blinds, Accessoreis and Carpets

The total estimated cost of the project after preliminary studies is Fifteen million (15,000,000) FCFA

Participation in this invitation to tender is open t all duly registered Cameroonian companies, with proven expertise, technical and financial capacities

The supply which constitutes the subject of this invitation to tender shall be Financed by: The 2022 OPIC Budgetary Head; 524119

The tender file may be consulted during working hours at the Office of the Public Independent Conciliator, Tel: (+237 620 770 926) as soon as this notice is published.

Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (07) copies including the original and six (06) copies marked as such. These shall be submitted in one sealed pack containing two (2) envelopes; (A: Administrative file, B: Technical/Financial file). The sealed pack shall bear no information on the 04 NOV 2022   at 11:00 am local time and should carry the inscription:

-        Envelop A: administrative documents;

-        Envelop B: technical/financial offer.

These two (02) envelops will be put in a third one which shall be labelled imperatively as follows:

The maximum deadline provided by the Project Owner for the execution of the service is One (01) month.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in document No. 12 of the Tender File, and of an amount of Three Hundred Thousand (300,000) CFA F which is valid for Ninety (90) days beyond the date of validity of bids.

The opening of administrative documents and the technical/Financial bids will be on — 04 nov 2022 at  12:00pm prompt local time by the Office of the Public Independent Conciliator (OPIC-ITB) Internal Tender's Board in the conference hall. Only bidders may attend or be represented by a mandated person.

a- Eliminator)/ criteria

They are especially:

Absence of bid bond;

Deadline of execution more than the prescribed

-        False declaration or falsified or scanned documents;

-        Omission of a quantified task on the bill of quantities and cost estimates

-        Non satisfaction of at least 70% of the main qualification criteria.

b- Essential criteria

Indicatively, the criteria related to the qualification of candidates will be on:

• Turnover
• Financial situation.
• Experience of the enterprise.

Planning/Methodology/organization of the

• High quality value and 6 months gurantee period for the vacuum cleaner
• Execution Deadline

The non-respect of 70% of the above criteria shall cause the elimination of the bid

The jobbing shall be awarded to the bidder whose bid is in conformity to the terms of reference of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the public contracts code.

The bidders shall remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
