Within the framework of 2018 Public Investment Budget, The Regional Delegate of Public Contractsfor North-West Region, Contracting Authority, hereby launches by emergency procedure an Opened National Invitation to Tender for the Construction of a potable water supply scheme by gravity in Kurubei, Ogeng (road settlement) and Tiben (resettlement area) In Batibo Sub Division, Momo Division of the North
West Region.
Work to be done consists of:
Construction works
-Construction of two (02) spring catchments with 3m3 collection chamber.
-Construction of one (01) spring catchment with 2m3 collection chamber,
-Construction of 75 m3 storage tank in stone masonry,
-Construction of twenty one (21) standpipes,
-Construction of one (01) control valve chambers (80x80x100cm) in stone masonry,
-Construction of four (04) washout valve chambers (80x80x100cm) in stone masonry.
-Construction of three (03) air release valve chambers (80x80x100cm) In stone masonry,
-Excavation and backfilling of 8,873 m of pipeline.
Project sustainability
-Formation and training of water management committee.
-Supply of a complete tool box and spare parts with a dicing machine inclusive with the necessary dices ranging from 3/4" to 2".
-Water quality analyses (Bacteriological and Physico-chemeical) of three water samples
The estimated cost after preliminary studies Is 60 000 000 FCFA (Sixty million FCFA).
The work is as follows: The Construction of a potable water supply sdieme by gravity in Kurubei, Ogeng (road settlement) and Tiben (resettlement area) in Batibo Sub Division, Momo Division of the North West
Region.
Participation to this Invitation to Tender is opened to Cameroonlan enterprises that ore In compliance with the Cameroon laws.
Works which form the subject of this Invitation to Tender shall be financed by the 2018 Public Investment Budget

Each offer drafted in English or French In 07 (seven) copies including 01 (one) original and 06 (six) copies marked as such, should reach the Regional Delegation of Public Contracts for North-West In Bamenda, Contract Award Service not later than 20/02/2018 at 12:00 noon local time and should carry the inscription:

The maximum deadline provided by the Delegated Contracting Authority for the execution of the works forming the subject of this Invitation to Tender is one hundred and twenty (120) days.
Each bidder must Include in his administrative documents, a bid bond Issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list Is found In document N®. 12 of the Tender File, of an amount of 1 200 000 (One million two hundred thousand CPA) and valid for thirty (30) days beyond the date of validity of bids
Under penalty of being rejected, only originals or certified true copies signed by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must Imperatively be produced in accordance with the Special Regulations of the Invitation to Tender.
They must obligatorily not be older than three (3) months preceding the dote of submission of bids or may be established after the signature of the tender notice
Any bid not In compliance with the prescriptions of the Tender File shall be rejected. This refers especially to the absence of a bid bond Issued by a first-rate bank approved by the Minister In charge of Finance.
The bids shall be opened in a single phase. The opening of the administrative documents, the Technical and Financial offers will take place on the 20/02/2018 at 1:00PM local time, In the conference hall of the regional Tenders' Board, by its competent Members. Only bidders may attend or be represented by duly mandated persons of their choice and having a good knowledge of their files.
The bids shall be evaluated according to the main criteria as follows:
A. Eliminatory criteria
1. Absence or non-conformity of an element In the administrative file;
2. Deadline for delivery higher than prescribed;
3. False declaration or falsified documents;
4. Absence or Insufficient bid bond;
5. A bid with the external envelope carrying a sign or mark leading to the identification of the
bidder;
6. Incomplete financial file;
7. Change of quantity or unit;
8. Non respect of 37/43 (75%) of essential criteria;
9. Non completion of any project In the previous years In the North West Region and suspended by MINMAP in 2018
B. Essential criteria
1- General presentation of the Tender Files;
2- Financial capacity;
3- References of the company In similar achievements;
4- Quality of the personnel;
5- Technical organization of the works;
6- Safety measures on the site;
7- Logistics;
8- Attestation of site visit duly signed by the traditional ruler of either Kurubel or TIben village and report of site visit;
9- Special Technical Clauses initialed in all the pages;
10-Special Administrative Clauses completed and initialed In all the pages.
This evaluation will be done in a binary way (yes) or (no) with an acceptable minimum of 37/43 (75%) of the essential criteria taken In account.
The Contract will be awarded to the bidder who would have proposed the offer with the lowest amount, In conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 37/43 (75%) of the essential criteria.
Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
