Within the framework of the 2018 PUBIC INVESTMENT BUDGET, the Mayor of Tinto Council Manyu Division, Contracting Authority hereby launches an OPEN NATIONAL INVITATION TO TENDER BY EMERGENCY PROCEDURE FOR THE CONSTRUCTION OF A BLOCK OF TWO (02) CLASSROOMS AT G.S DEFANG, Manyu Division, South West Region
The works comprise the preliminary studies carried out and the detailed information provided for in the technical specifications and the quantitative estimates.

The works aie in a single lot as follows:

The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of invitation to tender.
These projects shall be financed by the relevant credit allocation in the 2018 PUBLIC INVESTMENT BUDGET per the imputations:
The tender file can be consulted and obtained as from the date of publication of this invitation to tender at tj,e Contract unit of Tinto Council, Tel. 675786462, ARMP and other stake holders (structures) recognised by the Public Contracts Code.
The file may be consulted during working hours at the Contract unit of Tinto Council as soon as this notice is published.
The file may be obtained from the Contract unit of Tinto Council as soon as this notice is published against payment of the sum of Thirty thousand eight hunclred (30,800) CFA francs, payable at the Municipal Treasury of Tinto Council, (on or liefore the lest two days to the opening of bids) as a non refundable fce representing the cost of the tender file.
Each bid drafted in English or French in fine (05) copies including one original and four (04) copies marked as such, should be submitted against presentation of a receipt at the Contract unit of Tinto Council iiot later than 20/02/2018 at G9.00 an, and should carry the inscription:
The maximum Execution deadline provided for by the Contracting Authority shah be Three a (03) months i.e. Ninety (90)
calender days.
Each bidder must include in his Administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document Annex No.12 of the tender file, of an amount of Three hundred and sixty thousand (360.000) CFA francs for a validity period of ninety (90) days from the date of opening.
On pain of being rejected, only originals or mie copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not aider than three (3) months preceding the date of submission of offers or may be established after the signature of the tender notice. Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shah lead to a pure and simple rejection of the offer

The offers shah be opened in single phase. The opening of the Offers
shall be on 20/02/2018 at 10 am local tinte by the Tinto Council Tenders Board situated at the Tinto Council Hall and, the Technical Offer (Envelope B) and Financial offer [Envelope C] shall be anaiysed by the Subcommittee for evaluation of bids.
- 9. Bids shall be rejected when:
> They lacé of any administrative document;
> False declaration or forged documents;
> The bids are not in conformity with the Tender File (bid without the required number of copies, bid with documents mixed up in one envelope, bid that is not registered in the bid(,:er's register);
> A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
> The technical offer must have at least 24 points - 70%;
- Lack of bid security
> Technical characteristics which are rot in conformity with those specified in the special technical conditions

The contract shall be awarded ta the Iowest bidder who satisfies the Administrative and Technical dispositions.
Bidders will remain committed to their offers for thirty (30) days from the deadline set for the submission of tenders.
