Within the framework of the 2018 PUBIC INVESTMENT BUDGET, the Divisional Delegate of Public Contracts Manyu, Contracting Authority hereby launches an OPEN NATIONAL INVITATION TO TENDER BY EMERGENCY PROCEDURE FOR THE CONSTRUCTION OF A BLOCK OF TWO CLASSROOMS IN SOME SCHOOLS OF EYUMOJOCK COUNCIL AREA­MANYU DIVISION, SOUTH WEST REGION; G.S OGURANG

The works comprise the preliminary studies carried out and the detailed information provided for in the technical specifications and the quantitative estimates.

The works are in a single lot as follows: THE CONSTRUCTION OF A BLOCK OF TWO (02) CLASSROOMS each AT G.S OGURANG

The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of invitation to tender.

These projects shall be financed by the relevant credit allocation in the 2018 PUBLIC INVESTMENT BUDGET of the Republic of Cameroon per the imputations:

The tender file can be consulted and obtained as from the date of publication of this invitation to tender at the Divisional Delegation of Public Contracts Manyu, ARMP and other stake holders ( or structures) recogniscd by the Public Contracts Code.

The file may be consulted during working hours at the Divisional Delegation of Public Contracts Manyu (Finance Building) as soon as this notice is published.

The file may be obtained from the Divisional Delegation of Public Contracts Manyu (Finance Building Doors 31 and 38) as soon as this notice is published against payment of the sum of Thirty six thousand (36000) CFA francs, payable at the Divisional Treasury Mamfe, or any other state treasury (on or before the last two days to the opening of bids) as a non refundable fee representing the cost of the tender file

Each bid drafted in English or French in five (05) copies including one original and four (04) copies marked as such, should be submitted against presentation of a receipt at the Divisional Delegation of Public Contracts Manyu not later than 06/03/2018 at 09.00 am and should carry the inscription:

FOR THE CONSTRUCTION OF A BLOCK OF TWO (02) CLASSROOMS AT C.S OGURANG, MANYU DIVISION, SOUTH WEST REGION "To be opened only during the bid-opening session"

The maximum Execution deadline provided for by the Contracting Authority shall be Three and a half months (3.5) months i.e. One hundred and five (105)

calender days.

Each bidder must include in his Administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document Annex No.09 of the tender file, of an amount of Three hundred and sixty thousand (360 000) CFA francs for a validity period of ninety (90) days from the date of opening.

On pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of offers or may be established alter the signature of the tender notice. Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shall lead to a pure and simple rejection of the offer.

The offers shall be opened in single phase. The opening of Offers shall be on 06/03/2018 at 10 am local time by the Manyu Divisional Tenders Board situated at the Conference Hall of MINEPAT Manyu and, the Technical Offer (Envelope B) and Financial (Envelope C) Offer shah be analyse by the Subcommittee for evaluation.

• A bid with the externat envelope carrying a sign or mark leading to the identification of the bidder;
•    The technical offer must have at least 70%;
•  Omission of at least one unit price, at least one item in detail estimates and/or at least one sub detail price:

The criteria relating to the qualification of candidates could indicatively be on the following:

(The non respect of two (02) criteria shall cause elimination of the offer)

The contract shail be awarded to the lowest bidder who satisfies the Administrative andTechnical dispositions, and a satisfactory financial proposai through bidder's sub detail priccs.

Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders.
