Within the framework of the 2018 PUBLIC INVESTMENT BUDGET, the Divisional Delegate of Public Contracts Manyu, Conti acting Authority hereby launches an OPEN NATIONAL INVITATION TO TENDER BY EMERGENCY PROCEDURE FOR THE CONSTRUCTION OF A BLOCK OF ONE (01) CUSSROOM AT G.N.S AYA-OKE IN EYUMWOCK SUB-DIVISION - MANYU DIVISION, SOUTH WEST REGION:
The works comprise the preliminary studies carried out and the detailed information provided for in the technical specification and the quantitative estimates.:
CONSTRUCTION OF A BLOCK OF TWO (02) CLASSROOMS AT 9 000 000
The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of invitation to tender.
These projects shall be financed by the relevant credit allocation in the 2018 PUBLIC INVESTMENT BUDGET of the Republic of Cameroon as per the imputation:
The tender file can be consulted and obtained as from the date of publication of this invitation to tender at the Divisional Delegation of Public Contracts, Manyu and ARMP.
The file may be consulted during working hours at the Divisional Delegation of Public Contracts Manyu (Finance Building) as soon as this notice is puhlished.
The file may be obtained from the Divisional Delegation of Public Contracts Manyu (Finance Building Doors 31 and 38) as soon as this notice is published against payment of the sum of Eighteen Thousand (18 000) CFA francs, payable at the Divisional Treasury Mamfe, or any other state treasury (on or before the last two days to the opening of bids) as a non refundable fee representing the cost of the tender file. Each bid drafted in English or French in five (05) copies including one original and four (04) copies marked as such, should be submitted against presentation of a receipt at the Divisional Delegation of Public Contracts Manyu not later than 15/03/2018 at 09.00 am and should carry the inscription:
The maximum Execution deadline provided for by the Contracting Authority shall be Three and half (3.5) months, (105 days).
Each bidder must include in his Administrative docuMents, a bid bond issued by first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No.12 cf the tender file, of an amount of ONE Hundred AND EIGHTY Thousand (180 000) CFA francs for a validity period of ninety (90) days from the date of opening.
On pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperativeiy be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of offers or may be established after the signature of the tender notice. Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shall lead to a pure and simple rejection of the offer.

The offers shall be opened in single phase. The opening of Administrative Offers (Envelope A) and Financial Offers (Envelope C) on 15/03/2018 at 10am local time by the Manyu Divisional Tenders Board situated at the Conference Hall of MINEPAT Manyu.
Bids shall be rejected when:
They lack bid security;
False declaration or forged documents;
A bid with the external envelope carrying a sign or marking leading to the identification
of the bidder;
There is insufficiency in the N° of Copies,
Bid not registered in bidder's Register,
Any bidder with pending Job for the previous Years without formai justification The technical offer must have at least 24 pts (mu);
Omission of one unit price, one item in detail estirnates and one sub detail price; Non conformity bid proper.
12. Main qualification criteria
The criteria relating to the qualification of candidates could indicativefy be on the following:

(The non respect of two (02) criteria shall cause elimination of the offer)
The contract shall be awarded to the lowest bidder who satisfies the Administrative and Technical dispositions.
Bidders wili remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders.
