1.Objet New(Additif)

Within the framework of Mandate of the North West Development Authority (MIDENO) to Support, Coordinate and supervise agro pastoral and rural development interventions in the North West region, the Authority intends to recruit a consultant to carry out the feasibility study ofa Proiect to Combat Climate Chanoe Imoact. Disaster Manaoement and to Enhance Access to Sustainable Energy for the Rural Poor in the North West Region of Cameroon. In this vein. MIDENO, through its Director General requests for the submission of manifestation of interests for the recruitment of a consulting firm.

2.Consistance des prestations New(Additif)

The services involved in these Expressions of Manifestation of Interest cover the entire North West Region and shall include carrying out a Feasibility Study for a Support Project to Combat the impact of Climate change and Enhance Mitigation Amongst the Rural Communities of the North West Region of Cameroon.
Considering the impact of climate change on the rural populations of the North West, which have rendered them very vulnerable, there is the need to carry out feasibility studies that will lead to a proper understanding of the impact of climate change and vulnerabilities in view of proposing adaptation and mitigation actions that could be
implemented within the framework of a proiect by MIDENO. Such a Project isexpectedto reduce the vulnerability of the rural population in the North West Region to the adverse impacts of climate change; build and increase their adaptive capacity to respond to climate variability and promote technology transfer and adoption for enhanced livelihoods. The feasibility study is being undertaken in a view to provide concrete data and documentation that thoroughly investigates the phenomen on of climate change in the North West Region in this perspective.

 SPECIFIC OBJECTIVES OF THE FEASIBILITY STUDY
•Assessthe perception of communities on climate changeand impacts in the various sectors in the Project area.
• Carry out risk vulnerability assessment and analyze gender differences in vulnerability
•Assess the response/adaptive strategies of target population to the impact of climate change and critical gaps
• Analysis and evaluate possible systems in place to disseminate timely risk information
• Identify and make a cartography of renewable energy potentials and assess the possibility of technology transfer
•Assesgender differences in Vulnerability:
Identify ongoing efforts and resources;
Establish a detail project proposal including cost structure.
Identify and describe the manifest and potential disaster areas/issues in the Region.

• Participation in this manifestation of interest is open to all consultancy firms with sufficient technical competence and national experience in the above mentioned services.
• Consultants may associate to enhance their qualifications and clearly specify the type of association (a joint-venture or sub consultancies), as well asthe nature of its business (commercial or not-for profit).

Services which form the subject of this invitation totender shall be financed by: 2016 PIB-MINADER.

 ESSENTIAL CRITERIA                                                            1 QUALIFICATION OF PERSONNEL TEAM LEADER:
•Agro Economist with at least 10 years of relevant working experience carrying out rural development project feasibility studies, design and appraisal.
KEY PERSONNEL:
• Agricultural Engineer with at least a B.Sc Degree or its equivalence (Rural Development) and five (5) years working experience in Agriculture and Rural Development
• Environmental Engineer or Environment a list with at least a B.Sc. Degree in Environmental Engineering or its equivalence (Environmental Science) with at least five (5) yearsof relevant
working experience in Environmental Management.

•Project Analyst with at least a B.Sc. Degree in Project Design with at least five (5) years of relevant working experience in Rural Development.
•Rural Engineer with at least three (3) years of relevant working experience in Rural Development
•Financial Analyst with at least a BSc Degree in Financial Management and five(5) years of relevant Experience
• Gender Specialist with at least a B.Sc.Degree in Gender Studies or Sociology with at least five(5) years of relevant experience in Rural Development.
