The Regional Delegate of Public Contract in the Far North in Maroua Contracting Authority launches on behalf of the Mayors of the town whose names are listed in the table below, Client, a Call for Open National Invitation to tender for the construction of drillings in some localities in the Far North Region.

The work are divided into eight (08) lots according to the following allotment.

The service of this contract understands for every chosen share:

BORINGS TO PUMPS TO MOTIVITY HUMAN TEAMS:

-      The survey and the installation of yard,

-      The foration,

-      The intubation and the development of the boring,

-      The test of pumping and the analysis of water,

-      The installation of the pump,

-      The formation of two (02) repairing craftsmen,

-      The production of the technical report.

PASTORAL BORING TO SOLAR ENERGY: 

-     Geophysical studies;

-     Works of foration;

-     Construction of the castle;

-     Equipment of the boring with solar panel;

-     Installation of facilities

-     Tests of pumping;

-     Installation of the pump;

-     Animation and formation of a Committee of Management of the Point of water and the repairing craftsman.

a total estimated cost of five hundred and twenty six million (526,000,000) CFA Francs.

A bidder cannot be awarded more than tree lots

Participation in this tender is open on equal terms to companies and firms or consortium Cameroonian rights, with proven experience in Hydraulic field.

By this Notice of Tender, interested companies are invited to submit their bids; authentic information that will retain that can provide the services after a thorough and objective assessment of his record.

The work the subject of this Tender, is funded by the Public Investment Budget of Ministries of Agriculture and Rural Development, Energy and Water Resources, Livestock, Fisheries and Animal Industries,  and the Ministry of Public health, Year for a total estimated cost of five hundred and twenty six million (526,000,000) CFA Francs.

Upon publication of this notice, the Tender Dossier is available during business hours at the Regional Delegation of Public Contract in the Far North in Maroua Contracting Authority Support Unit to launch located beside of the Sub-Division of Maroua I^st (Domayo comice) Tel / Fax 222 29 31 78.

The tender file may be acquired at the Tenders Unit located beside the Sub-Divisional office of Maroua 1st (second floor of the mini show quarter of Domayo), Tel/Fax : 222 29 31 78 , upon publication of this invitation to tender and submission of a receipt attesting to the payment at the treasury of the finances of Maroua of a non-refundable sum of one hundred fifty thousand (150 000) CFA francs.

Each offer, written in French or in English, seven (07) copies, one (01) original and six (06) copies labeled as such, meet the requirements of the Tender Dossier, will be filed against receipt under sealed envelopes, with the Regional Delegation of Public Contract in the Far North in Maroua Support Unit to launch the tenders located next to the Sub-Division of Maroua ^I, (Domayo comice) Tel / Fax 222 29 31 78, no later than 09^th March 2018 at 9 am local time and will be marked:

Tenders received after the date and limits for submission of bids time will not be received

The maximum execution time provided by the Client for completion of the work is three (03) calendar months. This period includes periods of rainy weather and all the various constraints and runs from the date of notification of the Order of Service to begin work, when you sign your contract.

Tenders must be accompanied, for each lot applied, a temporary guarantee (bid bond) based on the model described in the Tender Dossier, a senior bank approved by the Minister in charge of Finance. The amount of the guarantee CFA is mentioned in the table below and equal to more than 2% of the estimated cost inclusive of all taxes. Amounting to:

The temporary guarantee will be released automatically within 30 days after the expiration of the bid validity for bidders who have not been selected. In case the bidder is awarded the contract, the guarantee will be released after provisional constitution of the final guarantee.

Under penalty of rejection of the offer, the other required administrative documents (valid) must imperatively be produced in original and certified copies by the issuing authority or administrative authority, not older than three (03) months and valid on the date of bid opening, in accordance with the provisions of Regulations of the Bid.

The opening of bids will take place in one (01) day, the 09^th March 2018 at 10 am in the meeting room of the Regional Delegation of Public Contract in the Far North in Maroua, located next to the Sub-Division of Maroua ^I, (Domayo comice) Tel / Fax 222 29 31 78, Maroua, in the presence of bidders.

Only bidders may attend the opening session or be represented by one person (even if group) of their choice with a perfect knowledge of the case. However, an additional person acting as an interpreter is accepted, if necessary.

The eliminatory criteria’s will essentially carry on:  

1. Absence of an administrative piece;    
2. False declaration or piece falsified
3. Non possession in essence of at least a (01) shop of boring (justifying pieces: copy certified of the gray card for the truck and the invoice of purchase of the materials; 
4. Absence of an unit price quantified of the DAO;  
5. Omission of one under - detail of the prices of the DAO; 

6. Technical note lower to 70% of yes on 100.
7. Not having completed the work of the previous budget year

At the risk of dismissal, the guaranty of submissiveness and the attestation of banking domiciliation of the tenderer must be produced imperatively in original, the other pieces in original or in copies certified compliant. These administrative justifications must date less three (03) month and to be compliant to the models required in the DAO.

 Essential criteria

The essential criteria relating to the qualification of the candidates will relate to: 

• References of the enterprise in the works of boring or adduction of water; 
• Access to a line of credit or other financial resources superior or equal to 60 million; 
• Means permanent or mobilizable materials for the project (exhaustive list);                                                                    
• Personal of yard (- Driver of works: Engineer of the Farming or equivalent Genius in hydraulics with 05 years of experience at least; - Chief Chantier: Technician Supérieur of the farming or equivalent Genius in hydraulics; - an administrative person responsible: level at least FERRY;                                                          
• Note carrying organization, methodology, and plannings of execution of the benefits;
• A declaration on the honor of the tenderers, attesting that not only they have not only not abandoned a contract within the last three (03) last years, but also, that they are not on the list of the defaulting companies annually established by the Public Contract Minister                
• A declaration on the tenderer's honor, signed and dated certifying the visit of the site and according to the model joins in appendix.

PS:  Only the tenderers having gotten at least 80% essential criteria will be admitted to the analysis of the financial offer.

 Technical proposal

1. Incomplete application or non conforming parts;
2. False statement or falsified document scanned;
3. Don 't have justified the achievement over the last three years as the main contractor, a hydraulic work;
4. Failure to respect the profil of site personnel;
5. Having abandoned a site in the last three years;
6. Non-existence in the technical offer of the "organization, methodology and planning";
7. g.    Failure to score at least twenty-seven (27) essential criteria over thirty-eight (38).

Financial Offer

1. Incomplete financial tender;
2. Non-compliant file;
3. Omission of a quantified unit price from the price schedule;
4. Absence of a sub-detail price.

  Essential Criteria

Assessment of the technical proposal will be carried out on the basis of thirty-eight (38) main criteria shared as follows:

1. Presentation based on tree (03) criteria;
2. b.      The company’s training personnel based on thirteen (13) criteria;
3. c.       The availability of the required equipment based on eight (08) criteria;
4. d.      Work planning based on thirteen (13) criteria;
5. The company’s prefinancial references and abilities based on one (01) criterion

The Regional Delegate of Public Contract in the Far North, Contracting Authority will award the contract to the bidder whose offer qualified technically will be the lowest evaluated bid after-audits of its price and is substantially responsive to the Bidding Documents of 'Offers.

Tenderers are bound by their tenders for a period of ninety (90) days after the deadline for submission of tenders.
