1.Objet New(Additif)

Within the framework of the realization of the object projects of the general equipment of decentralization in investment, 2015, The Mbam and Kim Divisional Delegate of Public Contracts, Contracting authority, launches on behalf of the Council of Yoko, a request of quotation for the supply of equipment for the electrical workshop of the government technical high school of Yoko whose Building Owner is the Mayor of Yoko Council.

2.Consistance des prestations New(Additif)

The services to be performed consist of the supply of equipment for the electrical workshop of the government technical high school as defined in the description of the Supply annexed to the tender documents.

3.Cout Prévisionnel New(Additif)

The estimated cost of the operation at the end of preliminary studies is 15,000,000 (Fifteen million) CFA francs

4.Allotissement New(Additif)

5.Participation et origine New(Additif)

Participation in this RFQ is open to companies under cameroonian law justifying technical and financial capacities for the proper realization of the supplies which is the subject of the call.

6.Financement New(Additif)

Work, object of this Invitation to tender is financed in the chapter ______ General Dotation of Decentralization 2015, Line: _________________________, for estimated amounts of 15,000,000 (Fifteen million) CFA francs.

7.Consultation du Dossier New(Additif)

The file may be consulted and obtained from the contracting authority (Divisional Delegation of the Public Contracts of Mbam and Kim - Service of the contract award) on presentation of a receipt for the payment of a contract, A non-refundable sum of twenty-five (25,000) CFA francs payable to the Municipal Finance Office of the Municipality of Yoko.

8.Acquisition du Dossier New(Additif)

The file may be consulted and obtained from the contracting authority (Divisional Delegation of the Public Contracts of Mbam and Kim - Service of the contract award) on presentation of a receipt for the payment of a contract, A non-refundable sum of twenty-five (25,000) CFA francs payable to the Municipal Finance Office of the Municipality of Yoko.

10.Delai de Livraison New(Additif)

The delivery time specified by the contracting authority is Three (03) months from the date of notification of the administrative order to start the supplies.

11.Cautionnement Provisoire New(Additif)

Tenders must be accompanied by a provisional guarantee (bid bond) established, on the model shown in the tender File, by an authorized banking institution of the first order by the Ministry of Finance for an amount equal to three hundred thousand (300,000) F.CFA.

The absence of the provisional bond or its non-compliance with the model enclosed in the quotation file leads to the systematic rejection of the offer.

The provisional guarantee will be automatically released within thirty (30) days after the expiry of the validity of bids for bidders who have not been selected. In case the bidder is awarded the contract, the surety will be released after provisional constitution of the final guarantee represented by the holdback.

12.Recevabilité des Offres New(Additif)

Under risk being rejected, the other administrative documents required must be produced in originals or true copies certified by the issuing service or an administrative authority in accordance with the Special Conditions of the invitation to tender.

13.Ouverture des Plis New(Additif)

The bids shall be opened in a single phase

The opening of the administrative documents, the technical and financial offers will take placeon 19 April 2017 at 1 pm.

Only bidders can attend or be duly represented by a person of their choice.

14.Critères d'évaluation New(Additif)

The eliminatory criteria are:

13.1- Eliminatory criteria ¶

13.1.1: Concerning the administrative offer

a)      Incomplete file;

b)      Falsified or non-compliant document (Subject to the provisions of point I.1 of Circular No. 002 / CAB / PM of 31 January 2011 on improving the performance of the public procurement system).

13.1.2: Concerning the technical offer

a)      Absence of a declaration on honor that the company has not abandoned any contract related to public order (Letter Order and / or Market) during the past three (3) years and that it is not on the list of failed companies annually established by the Minister of Public Procurement. (Circular Letter No 004 / LC / MINMAP / CAB of 25 January 2017 relating to the taking into account of failures by undertakings in the performance of previous contracts in the award of new contracts).

b)      Incomplete file or parts non inconformity;

c)      False declaration, falsified or scanned documents (the CDPM and the Contracting Authority reserve the right to authenticate any document of doubtful character);

d)     The Chief Building Site not holding the Baccalaureate F4 (Electrical) Diploma and not having at least three (03) years of experience;

e)      E) Absence in the technical offer of the heading "organization, methodology and planning";

f)       Not satisfactory at least 75% of the essential criteria;

g)      G) Irrelevance of the site visit report.

13.1.3: On the financial offer

a)      Incomplete financial offer;

b)      Omission in the financial offer of a quantified unit price;

c)      Absence of sub-detail of prices.

13. 2. Main qualification criteria (see evaluation grid for technical offers)

                    i.            Attestation of site visit (05 pts);

                  ii.            Supervisory staff (10 pts)

                iii.            availability of essential equipment and equipment (06 pts)

                iv.            references of the company (02 pts);

                  v.            Methodology of implementation (07 pts);

For each bid to be declared technically compliant, it must have met all the elimination criteria and obtained at least 75% of the essential criteria listed below evaluated in accordance with the Technical Bid Score Form.

NB: Any company that has abandoned a contract linked to the public order (Letter Order and / or contract) during the last three (03) years and / or appearing on the list of defaulting companies annually established by the Minister of Public Markets is d Office eliminated

15.Attribution New(Additif)

14.1.The Contracting authority will allot the Letter-order to the Tenderer whose offer was recognized conforms essentially to the Tender Documents and who has the technical capabilities and financial necessary to carry out the contract in a satisfactory way and in which the financial offer was evaluated with the lowest offer by including the handing-over suggested if necessary.

14.2 Any attribution of the constructional works contracts is done to the Tenderer filling the capacities financial, technical and administrative necessary resulting from the criteria known as essential or those eliminatory.¶

 

 

 

16.Durée Validité des Offres New(Additif)

The tenderers remain committed by their offer throughout one ninety (90) day as from the limiting date fixed for the handing-over of the offers, time during which the Contracting authority will warn of its choice the selected companies
