1.Objet New(Additif)

Within the framework of the 2023 Public Investment Budget, the Mayor of MBANGA Council, Contracting Authority, hereby launches on behalf of MBANGA Council, in emergency procedure, a Request for Consultation for SUPPLY OF MEDICAL EQUIPMENT FOR THE CSI OF KOTTO MISSION IN THE MBANGA COUNCIL, MOUNGO DIVISION.

2.Consistance des prestations New(Additif)

This service consists of SUPPLY OF MEDICAL EQUIPMENT FOR THE CSI OF KOTTO MISSION IN THE MBANGA COUNCIL, MOUNGO DIVISION.

3.Participation et origine New(Additif)

Participation in this Request for Proposal is open to all firms in good standing and not excluded from the public order.
However, companies with abandoned works or works in progress will not be able to take part in this consultation.

4.Financement New(Additif)

Services, subject of this Listing invitation to tender are financed by public investment budget/MINSANTE

5.Consultation du Dossier New(Additif)

The file may be consulted during working hours at the office of the Mayor of Mbanga, Contracting Authority, P.O. BOX : 49 MBANGA, as soon as this notice is published.

6.Acquisition du Dossier New(Additif)

The tender file can be consulted and obtained as from the publication of the present invitation to tender at the Internal Services of Tender Board sis Technical Service of Mbanga Council, Contracting Authority, P.O. BOX : 49 MBANGA, upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of Fifteen thousand (15,000) francs, at the Municipal Treasury of Mbanga.

7.Remises des offres New(Additif)

Each offer drafted in English or French in seven (07) copies including one (1) original and six (06) copies, marked as such should 701023 at  reach to the Mbanga Council, PO box 49 Mbanga, e-mail : commune.mbanciaRgmail.com not later than 23/03/2023 at 10 AM  local time and should carry the inscription:

8.Delai de Livraison New(Additif)

The delivery period for the supplies, subject of this consultation, is 60 calendar days to the Mbanga city Hall.

9.Recevabilité des Offres New(Additif)

Each bidder shall include in his/her administrative documents, a bid bond in the amount of 160,000 (One Hundred Sixty Thousand) CFA francs issued by a first rate-bank approved by the Ministry of Finance.
Under pain of rejection, the administrative documents required, must be produces in originals or true copies certified by the issuing service or an Administrative Authority (Senior divisional Officer, Divisional Officer...) in accordance with the condition of the invitation to tender.
They must not be older than three (03) months preceding the original date of submission of birds or must not have been establish after singing of the tender notice.
Any complete tender in accordance with the prescription of tender file shall be declared inadmissible, especially the absence of a bid bond issued by a first-class bank approved by the Ministry in charge of Finance.

10.Ouverture des Plis New(Additif)

The bids shall be opened in a single (01) phase on 24/03/2023 the at 11 AM local time , by the Mbanga Council Internal Tenders Board at Mbanga Council
Only bidders may attend or duly accredited representatives of their choice.

11.Critères d'évaluation New(Additif)

The delivery period for the supplies, subject of this consultation, is 60 calendar days to the Mbanga city Hall.
Main elimination (evaluation) criteria

a) Eliminatory criteria

  • Absence of a bid bond;
  • Absence of supporting documents within 48 hours, of a non-conforming document, during the opening of the administrative file, with the exception of the bid bond;
  • False declaration or falsified or scanned documents;
  • The absence of a quantified price;
  • Non-compliant administrative documents not corrected within 48 hours;
  • Presentation of the offer;
  • Pro forma invoice;
  • Time of execution (less than or equal to 60 days);
  • Delivery schedule;
  • Contractor's references in the field of educational supplies;
  • Completed, signed and dated draft purchase order;
  • Financial documents (unit price list in words and figures, quantity and cost estimate).

b) Essential criteria

  • Company references;
  • Financial situation;
  • Experience in the field;
  • Presentation of the offer., Absence of the World Digital File of the technical and financial offers (on USB key)

the offers of the bidders who have satisfied at least sixteen (16) out of the twenty (20) YES, i.e. at last 80% of the essential criteria will be judged technically qualified and admitted to the financial analysis by tje committee.

The Contracting Authority will award the Letter Order to the tenderer whose tender is judged to be in accor requirements of the technical specifications and who submits the lowest financial offer.
