The General Manager of the Special Council Support Fund for Mutuel Assistance (FEICOM) hereby. launches a solicitation notice for the expression of interest to architects' offices in grouping with Engineering Firms desiring to take part in the pre-qualification for the realization of full supervision services on the construction works on the inter-council civil engineering and water equipment pools.
This Notice for the Expression of Interest has as purpose the pre-selection of architects' offices in grouping with engineering firms to take part in a Restricted National Invitation to tender related te a full supervision of the construction works of inter-council civil engineering and water equipment pools (laying out, constructing sheds, workshops, etc.) in the following localities
- KOUMOU II (MFOU Sub-division, MEFOU & AFAMBA Division, CENTRE Region) ;
- MANDJOU (MANDJOU Sub-division, LOM & DJEREM Division, EST Region) ;
- TIKO (TIKO Sub-division, FAKO Division, SOUTH-WEST Region) ;
- KOUTABA (KOUTABA Sub-division, NOUN Division, WEST Region) ;
- SALAK (MAROUA 1 Sub-division, DIAMARE Division, FAR-NORTH Region),
The architects' office or grouping selected at the end of Restricted National Invitation to tender to be launched shall provide the services relating to the following missions :
Firrn phase
Mission I APD: Final designs (architectural plans, topographic studies, geotechnical studies, structural studies and various design notes, detailed technical specifications, cost estimates and bill of quantifies, etc.)
Mission 2 POE: Detailed engineering of structures (description of structures, detailed plans of structures, environmentai friendly construction process, final costs, etc.)
Mission 3 DCE Consultation Document of Companies and presence in the award of the Contract of Works,
Conditional phase :
Mission 4 EXE : Examining compliance of detailed engineering of structures (PEO) especially, verifying and initialing execution studies carried out by the contractors;
Mission 5 DET : Directing Execution of Works
Mission 6 OPC :Schedulement, Piloting and Coordinating of project
Mission 7 AOR:Presence in partial, provisional final acceptance operations.
This Solicitation Notice for the Expression of Interest is intended for Architects' Offices in grouping with Engineering Firms specialized in the field of construction and public works, regularly registered, in order with their fiscal and administrative obligations and showing proof enough technical, financial and operational capacity in the field concerned.
To this end, Architects' Offices and Engineering Firms interested in this Solicitation Notice for the Expression of Interest shold produce all information indicating their qualifications and references in similar services, as well as appropriate documents attesting their experience in this field.
At the end of the pre-qualification phase, five (05) offices or groupings having obtained a technical score of at least 75 points on 100, shall be shortlisted for subsequent.
This service shall be funded by the Budget of FEICOM, 2016 financial year and subsequent.
Documents drafted in English and/or in French in three (03) copies including one (01) original and two (02) copies labelled as such shah be put in a sealed envelope not having neither stamp, nor indication on the bidder and should reach the Contracts and Procurement Service of the Mobilization of Financial Resources, Accounting and Assets Management Department, situated in the Head Office of FE1COM at Mimboman, latest on 04 NOV 2016 at 13 :00 p.m, prompt , local tirne, either by post in registered letter with acknowledgement of receipt, on presentation of a receipt and should be labelled:

Documents reaching after the submission date and deadlines shah be inadmissible.
Candidates should furnish the following documents, presented in two (02) envelopes, drafted in English or in French:
The first envelope said to be « Envelope A », shall be labelled « Administrative Documents », It shall be stamped and shall contain the following documents:
a, a letter of interest of the candidate duly signed and stamped;
- an attestation of fiscal non-indebtedness, issued by the Medium-Sized Taxpayers' Office of the place of practice of the bidder;
- a valid copy of the business permit for the 2016 financial year;
- a valid copy of the taxpayer's card;
- a location plan signed by the competent services ;
- an attestation of location signed by the competent services;
- an attestation of non-bankruptcy, issued by the Registrar of the Court of First instance of the place of residence of the candidate ;
- an attestation for submission, issued by the National Social Insurance Fund, certifying payment of social contributions ;
- an attestation of banking domiciliation, issued by a bank recognized by the Ministry of Finance;
- an attestation of non-exclusion from Public Contracts, issued by the Public Contracts Regulatory Board;
- a grouping agreement if need be.
In the case of grouping, each member of the grouping shall present a complete administrative, in the2
exception of documents a) and i) presented by the legal representative of the grouping.
Ail the administrative documents iisted herein above should, under the pain of rejection, be produced in original version or in certified true copies dating not more than three (03) months. Documents with fiscal impact should be legalized by the issueing services of taxation.

The second envelope said to be « Enveiope B », shah be labelled « Technical Bids». lt shah be stamped and shah' contain especially, document relating to skills, generai references of bidders.
Documents contained in this envelope shah be in the following order:
- a form on the presentation of the candidate ;
- references of the candidate for similar services previously realized;
- the list of the main officiais and support staff, accompanied by their CVs dated and signed, as well as the certified true copies of their highest certificates. Each consultant having an order should absolutely attach their attestation of registration to this order,
- a presentation on the understanding of the, involved this Solicitation Notice for the Expression of Interest, accompanied with the execution schedule of works.
- The list of technical, logistical or equipment means, accompanied with proof of their ownership.

Only candidates having made a total, at the end of the evaluation, a technical score of at least equal to seventy-five (75) points on one hundred (100), shah be selected to participate in the Restricted National Invitation to tender.

The Architects' Offices and/or Grouping of Firms selected at the end of this evaluation shah be called upon ta submit to the Restricted National Invitation to tender in accordance with article 12, paragrph 6 of decree No.2004/275 of 24 September 2004 on the Code of Public Contracts in Cameroon.
