The Director General of the Cameroon Civil Aviation Authority, owner, launched a request for quotationl for the development of filtering of security inspection stations in the public halls of Douala and Yaounde Nsimalen international airports into two (02) sets.

 Set 1: Yaounde-Nsimalen

  Set 2: Douala

This letter-order benefits are intended installation and operation of all the equipment of inspection required to security filtering. They include:

 The supply and installation of electrical wiring (current strong and weak);

 The supply and installation of the of protection apparatus;

 The supply and installation of the power apparatus;

The estimated cost of the operation at the end of preliminary studies is to:

Set 1        Ten million FCFA TTC (10 000 000).

Set 2         Ten million FCFA TTC (10 000 000)

The purpose of this request for quotation works consist of two (02) lots.

Participation in this request for quotation is open to companies or groups of companies in the field of public works and buildings of Cameroonian law.

The purpose of this request for quotation is funded from the budget of the CCAA, fiscal year 2017, line posting budget 221 0004 and 220301 respectively.

Each bid drafted in French or English in seven (07) copies whose original and six (06) copies marked as such, should be sent to Management General of the Cameroon Civil Aviation Authority (CCAA), the procurement branch, located at the Air Base 101 of Yaounde to the later the 24 AVR 2017 at 1 p.m. and must be marked :

"Request for quotation".

Each tenderer must attach to its administrative documents, a bid bond issued by a Bank of first order or an insurance approved by the Ministry in charge of finance and as listed in part 12 of the quote request, an amount of:

 Set 1: two hundred thousand (200,000) francs CFA;

 Set 2: two hundred thousand (200,000) francs CFA.

The bonds are valid for thirty (30) days beyond the date limit of validity of offers.

On pain of dismissal, the required parts of the record should be imperatively produced in original or copies certified by the issuing services in accordance with the provisions of the specific regulations of the quote request.

They must obligatorily date of less than three (03) months preceding the date of submission of tenders or to have been established after to the signature of the notice of application for listing.

Any offer not comply with the requirements of this notice and of the listing application will be declared inadmissible. Including a lack of bid bond issued by a first-class Bank approved by the Ministry in charge of finance or non-application of rating models, will result in the rejection of the offer.

The opening of the bids will be in one time.

The opening of administrative, technical and financial parts will be  24 AVR 2017 a 14 hours by the Commission internally of procurement of the CCAA in the Conference Room said sis building at 101 Air Base of Yaoundé.

Only bidders can attend this opening meeting or be represented by a person of their choice with a perfect knowledge of the file.

14.1 playoff criteria

The eliminatory criteria are the following:

 Administrative documents falsified or scanned;

 Non-compliance with the submission’s model;

 Absence of a quantified unit price;

 Failure to do so more than two criteria of evaluation;

 No satisfaction to eighty percent (80%) of the driver of the work and the Chief essential sub-criteria site (01);

 Abnormally low offer.

14.2. Basic criteria.

The criteria for the qualification of bidders are:

1 - The financial situation;

2 - The experience of the company in realization of similar work;

3 - Available equipment and facilities;

4 - The experience of the management staff;

5 - Technical and methodological note relevant;

6 - The coherent work planning;

7 - A relevant note on Hygiene, health and environment (HSE);

8 - An analysis of the risks associated with the work;

9 - Evidence of acceptance of the conditions of the market.

NB: All financial offer less than more than 10% of the average arithmetic mean of all the financial offers received, will be described as abnormally low and eliminated.

No bidder will be more attribute of a lot

Bidders remain committed by their offer during ninety (90) days from the date of deadline for the submission of the offers.
