Within the framework of the execution of the 2023 state budget, the State of Cameroon represented by the Senior Divisional Officer for Donga Mantung Divisionhereby launches aREQUEST FOR QUOTATION,for the rehabilitation of the Divisional Office, in Nkambe, Donga Mantung Division, North-West Region.

The works comprise notably the tasks below:

•   Preliminary works

•   Floor and wall finishes

•   Joinerry and metal;

•   Electrical installations

•   Roof work and ceiling;

•   Painting

•   External works;

•   Solar electrification;

The estimated cost after preliminary studies for each lot stands at Fifteen million five hundrend thousound FCFA (15,500,000) all taxes inclusive.

The works are in one (01) as follows:

 Participation is open under the same conditions to all Cameroonian Companies and business concerns that have proven experience in the field of building construction and civil engineering, in general, and who are not currently suspended from public procurement.

The said works shall be financed as per the programmed budget of the 2023 Public Investment Budget (PIB 2023) of the Republic of Cameroon under the Ministry of Territorial Administration assigned to the Senior Divisional Officer for Donga Mantung Division North West Region

The Tender documents may be consulted and obtained immediately after publication of this invitation to tender from the Services of the Contracting Authority (Service in charge of the award of contracts) during working hours at the Divisional Office for DONGA-MANTUNG.

The Tender file may be obtained from the Divisional Office for Donga Mantung DivisionTel: 677468595 as soon as this notice is published against payment of a non-refundable sum of Thirty-one Thousand (31,000Fcfa), CFA francs, and payable at the Donga Mantung Divisional Treasury.

Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (07) copiesthat is one (01) original and six (06) copies marked as such. These shall be submitted in one sealed envelope and each booklet partitioned into three (3) sections (A: Administrative, B: Technical, C: Financial). The sealed envelope shall bear no information about the enterprise, and should reach the Divisional Office for Donga-mantung,  not later than 10:00am on 23/03/2023, and should carry the inscription:

“To be opened only during the bid-opening session”

The maximum duration of execution provided for by the Delegated Contracting Authority shall be Two calendar (02) months (60 calender days), as from the date of notification to the contractor to start work

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance - the list of which is found in document No. 12 of the Tender File, whose amount is Three Hundred and ten thousand (310,000) francs CFA, and valid for thirty (30) days beyond the deadline of validity of bids. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of successful bidders shall be retained until the required Performance Guarantee for good execution is provided.

At the risk of being rejected, only originals or true copies certified by the issuing service or Administrative Authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender. They must obligatorily be not older than three (3) months as at the date of submission of bids. Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance

The opening of the bids in one phase shall be done at 11am, on 23/03/2023in the Conference Hall of DD/MINPAT/DM in Nkambe sub Division by the DivisionalTender Board. Only bidders may attend or be duly represented by a person of their choice, who has full knowledge of the file and mandated in that capacity

The evaluation of bids shall be carried out in three stages:

• 1^st  Stage : verification of the conformity of each administrative document ;
• 2^nd Stage : Evaluation of  technical bids ;
• 3^rd Stage: Analyses of Financial bids.

The criteria of evaluation shall be as follows:

14.1-Eliminatory criteria

-          Absence of a document in the administrative file and not submitted within 48 hours upon request;

-          Bids submitted after the deadline for submission;

-          Deadline of execution more than the prescribed;

-          False declaration or falsified documents;

-          External envelope bearing identification marks of the Bidder;

-          Absence of, or insufficient bid bond;

-          Omission of a quantified task on the bill of quantities and cost estimates

-          Enterprise with an abandoned or overdue contracts beyond contractual deadline.

-          Failure to obtain at least 80% in the evaluation of the Technical proposalThe criteria relating to the qualification of candidates could indicatively be on the following:

• Financial situation
• Experience
• Personnel
• Equipment.
• Methodology/organization of the site

The Contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the Tender File and on the basis of the lowest bid and technical quality, refer article 33 of the Public Contracts Code

The bidders shall remain committed to their bids during a period of (sixty) 60 days from the deadline set for the submission of bids.
