The General Manager of the Cameroon Real Estate Corporation (SIC) hereby launches a Consultation Notice for the maintenance of stairwells of buildings of SIC Regional’s branches of Yaoundé (DRY) & Douala (DRD) 2017 year.

Services to be provided in this Consultation comprise:

• Regular maintenance of common corridors and technical shafts, places under stairs draining board and toothed canopies.
• The daily cleaning and disposal of the waste resulting there from to the garbage dump;
• The washing of common traffic technical ducts, car park;
• The removal of cobwels in the common areas of buildings and in the office of certain branches and sectors of the in Douala.
• Dedusting and daily maintenance of the sanitary and office furniture of certain branches and sectors of the SIC in Douala.

 Services will be done inside apartment buildings the Cameroon Real estate Corporation's properties of Yaoundé and Douala Regional Branches.

-          Lot 3: Maintenance of stairwells of buildings of Cité SIC Palmiers , Bonapriso , Maképè  ; ( buildings A, B, C, D, E, F, H, J, K, L, R+2   [ BI, CP, DP, E, FI, GP, KP, KI ]  R+3 [CI], R+4 [A, BP, DP, HI, EP, GI, J, LP, LI, MP, MI, N, PI, PP, Q, RP, RI).

-          Lot 4: Maintenance of stairwells of buildings of Cité SIC Bonamoussadi and Kotto ( AP, AI , K , JP, KP, MP PI, QP, LI ,BP, D ,EP, EI , TP , TI , V, OP, OI , RP, RI , BI , CP , CI , F, GF, GI , HP, HI ,S, I , JI , KI , LP, MI , N, UI, QI, PP, UP).

Participation to this Consultation Notice shall be open to Cameroonian firms specialized in such services and in order Vis à Vis the tax administration.

Services of this Consultation shall be entirely financed by the Cameroon Real Estate Budget, fiscal 2015 and following, account No 62 41 11. Estimed cost fourty five millions (45 000 000) CFA Divided as follows:

Services, object of this Consultation may be carried out in some housing estates of Yaoundé and Douala regional branches. The executive deadline of the servicesof this Consultation is nine (09) months and as from the date of notification of the service order launching their beginning.

Each bidder shall enclose the administrative documents listed in the tender rules in his quantitative description schedule.

Under pain of rejection, administrative documents may imperatively be presented in their originals or in their true certified copies by the issuing Authority.

Any bid which does not conform to the prescriptions of this Consultation notice shall be subject to compliance within a 48 hours deadline. At the end of this period, it shall be declared inadmissible.

Tenders must be amounted with and without tax and be accompanied by the signed submission form.

Bids-opening session should take place in the Conference hall of SIC on the 25 APRIL 2017 as from 2 o'clock pm, by the SIC Internal Tenders Board.

Only bidders or their duly authorized representatives with a perfect knowledge of the file may take part to the bids opening session.

a)       Eliminatory criteria  :

-     absence of  an administrative file;

-     un-conformity of a part of the  administrative file after 48 hours delay ;

-     False declaration or falsified documents;

-     No-performance of an earlier contract ;

-     un-conformity of  technical bid (more than or equal to three(03) yes/five(05).

b)      Essential Criteria :

The contract shall be awarded to the tender with the lowest bid and conforming to the invitation to tender. A tenderer may be awarded a maximum of two (02) lots.

Bidders shall be bound to their bids for a period of fourty (40) days with effect from the bids opening session.
