Within the framework of the Public Investment Budget 2018, the Divisional Delegate of Public Contracts for the Kupe- Muanenguba Division, Contracting Authority, hereby launches an Open National Invitation to Tender FOR THE CONSTRUCTION OF A FENCE ROUND THE DIVISIONAL DELEGATION OF PUBLIC WORKS AT BANGEM IN KUPE MUANENGUBA

The works comprise the output of the preliminary studies carried out and the detailed informations provided in the technical specifications.

16:    COST ESTIMATED: The estimated cost after preliminary studies is 38.800.000frs CFA

The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender

The works which form the subject of this invitation to tender shall be financed by Public Invest Budget of the 2013 financial year; Budget Head No: 5236468114519102202

The complete tender file may be obtained from the Service of award of Contracts, Divisional Delegation of Public Contracts Office BAGEM upon presentation of a treasury receipt attesting to the payment of a non refundable sum of 70 000 FCFA, at the Divisional Treasury BANGEM

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Service of award of Contracts, Divisional Delegation of Public Contracts Office BANGEM, not later than 13/03/2018 at 10 a.m. local time and labeled.

The maximum period provided for the execution of the works is fixed at three (03) months.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bançaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of 776,000 FCFA.

with a validity period of ninety (90) days from the date the bids are opened.

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall not be accepted.

Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.

The bids shall be opened in a single phase on 13/03/2018 at 11am local time by the Tender Board of the Contracting authority in the Conference Hall of the Divisional Delegation of Public Contracts Office BANGEM, in the presence of the bidders or duly authorized representatives having full knowledge of the file.

The non-respect of two of the above criteria shall cause the elimination of the bid. NB: the marking scale for offers by award of points is banned in favour of the binary method (Yes or No).

The contract shall be awarded to the qualified bidder with the lowest reasonable financial offer who fulfilled the administrative and technical conditions.( Has made all Administrative conditions and has a score of 70% and above in the technical evaluation.)

Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids
