Within the framework of the 2018 Public Investment Budget, the Divisional Delegate of Public
Contracts for Kupe Muanenguba on behalf of the Minister of basic education hereby launches an
Open National Invitation to Tender by emergency procedure FOR THE CONSTRUCTION OF A
BLOCK OF TWO CLASSROOMS AT GS MANYEMEN

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.

The estimated cost after preliminary studies is 17 000 000 FRS.

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2018 financial year budgetary head:5215197016419402811

The file may be consulted during working hours7.30am-3.30pm at the office of the Divisional Delegation of Public Contracts KUPE MUANENGUBA as soon as this notice is published.

The file may be obtained from the Divisional Delegation of Public Contracts for Kupe Muanenguba as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a non-refundable fee of 35.000 FCFA, payable at the Divisional Treasury BANGEM

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the office of the Divisional Delegation of Public Contracts Kupe Muanenguba not later than 14 / 03/2018 at 10am and should carry the inscription:

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 340 000 CFAF and valid for thirty (30) days beyond the date of validity of bids

"To be opened only during the Bid - opening session

The bids shall be opened in a single (01) phase on the 14 / 03/2018 at 11am local time by the Tenders Board of the Contracting Authority in the Conference Hall of the Divisional Delegation of Public Contracts Kupe Muanenguba. Only bidders may attend or their duly accredited representatives with Power of Attorney.

The technical score is less than the minimum required (70%);

-        It has any fake or forged document;

It lacks any quantified unit price;

It curies any false information.

It does not respect the model documents

The bidder has antecedents of abandoned or uncompleted projects.

The Contract shall be awarded to the lowest realistic bidder fulfilling the Administrative and technical conditions (has met all Administrative conditions and has a score of 70% and above technical evaluation.

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
