1.Objet New(Additif)

Within the framework of the execution of public investment fund and to promote the social economy sector and handicraft in BALI Council area, the Mayor of BALI Council, Contracting Authority, on behalf of the Republic of Cameroon, hereby launches, a Request for Quotation FOR THE EQUIPMENT OF THE AQUACULTURE CENTER IN BALI COUNCIL AREA IN MEZAM DIVISION OF THE NORTH WEST REGION.

2.Consistance des prestations New(Additif)

The services of this request for quotation include the supply of;

  1. Installation;
  2. Supply of a hatchery for the production center in BALI;
  3. Supply of an extruder for the production center in BALI;
  4. Supply of Clarias (Mud fish) fingerlings for the production center in BALI;
  5. Supply of Tilapia fish fingerlings  for the production center in BALI;
  6. Supply of broodstocks for the production center;
  7. Supply of office and training materials.

 

3.Cout Prévisionnel New(Additif)

The estimated cost is 27,200,000 (Twenty seven million two hundred thousand) FCFA

4.Allotissement New(Additif)

5.Participation et origine New(Additif)

Participation is open under the same conditions to all Cameroonian companies and business concerned that have proven experience in the field of Supplies of equipment’s  and materials

6.Financement New(Additif)

MINEPIA–PUBLIC INVESTMENT FUND-2023

7.Consultation du Dossier New(Additif)

The tender file may be consulted at the BALI Council office during working hours, as soon as this tender notice is published

8.Acquisition du Dossier New(Additif)

The file may be consulted and obtained at the BALI Council office, with effect from the date of signature of this Tender Notice, upon presentation of a receipt attesting to the payment of a non-refundable fee of 48,000 ( Forty eight thousand) Francs CFA payable at the BALI Council Treasury, representing the cost of purchasing the tender file.

9.Remises des offres New(Additif)

Complete bidders’ files, including all administrative documents, must be deposited in 07 copies including the original file and 06 copies not later than 26/04/2023 at 10:00 AM local time in sealed envelopes, in the BALI Council Office and should carry the inscription:

 REQUEST FOR QUOTATION N°005/RQ/BC/BCITB/2023 OF 04/04/2023, FOR THE EQUIPMENT OF THE AQUACULTURE CENTER IN BALI COUNCIL AREA IN MEZAM DIVISION OF THE NORTH WEST REGION

« To be opened only during the Tenders Board Opening session ».

10.Delai de Livraison New(Additif)

The maximum execution deadline shall be two (02) calendar months, including the rainy season and other vagaries, with effect from the date of notification of the administrative order of work commencement

11.Cautionnement Provisoire New(Additif)

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in this Consultation File, of an amount of 544,000 (Five hundred and Forty four thousand)F CFAand valid for thirty (21) days beyond the date of validity of bids

12.Recevabilité des Offres New(Additif)

The tender file in two (01) volumes shall be enclosed in one sealed envelope.

13.Ouverture des Plis New(Additif)

Bids will be opened on the 26/04/2023 at 11:00 AM in the Conference Hall of BALI Council, by the Internal Tender’s Board, in the presence of the bidders or their mandated representatives with full knowledge of the files if they so desire.

 

The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission

14.Critères d'évaluation New(Additif)

The bids shall be evaluated according to the main criteria as follows:

 

  1. Eliminatory criteria

        A.1- Administrative documents

1-    Absence of bid bond in the administrative file;

2-    Deadline for delivery higher than prescribed;

3-    False declaration or falsified documents;

4-    A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;

5-    Absence or nonconformity of a document in the administrative file which is not provided by the bidder within 48hours after opening as requested by the tender’s board.

 

 

 

  1. Essential criteria

1-    General presentation of the tender files;

2-    Financial capacity;

3-    References of the company in  similar achievements;

4-    Technical organization of the works;

5-    Logistics;

6-    Attestation and report of site visit;

Draft purchase odder duly filled initialed in all pages signed and dated on the last page

15.Attribution New(Additif)

This evaluation will be done in a purely positive way (yes) or negative (no) with an acceptable minimum of 75% of the essential criteria taken in account.

The contract will be awarded to the bidder whose bid fulfils the required technical and financial ( total without taxes) criteria and is deemed to be the lowest,in conformity with the regulations of the Tender Documents and having satisfied to 75% of “Yes”.

16.Durée Validité des Offres New(Additif)

The bidder is bound by his bid for a period of sixty (60) days with effect from the deadline fixed for the submission of the bids

17.Renseignements Complémentaires New(Additif)

Complementary technical information may be obtained during working hours from the BALI Council
