1.Objet New(Additif)

Within the framework of the execution of the 2023 Public Investment Budget of MINADER, the General Manager of the Upper Nun Valley Development Authority (UNVDA), Contracting Authority, hereby launches an Open Request for Quotation for the Acquisition of 20 000 bags of 100 kg capacity for paddy rice collection in UNVDA Ndop.

2.Consistance des prestations New(Additif)

The nature of the services involves the supply of the following item as specified in the Technical Specifications: Acquisition of 20 000 bags of 100 kg capacity for paddy rice collection.

3.Cout Prévisionnel New(Additif)

The estimated cost of the project is as follows: 24 988 676 (Twenty Million Nine Hundred and Eighty Eight Thousand Six Hundred and Seventy Six) CFA Francs Tax Inclusive

4.Allotissement New(Additif)

The supplies are made up of a single lot

5.Participation et origine New(Additif)

Participation to this consultation is open to Small and Medium Size Enterprises with proven experience in this domain.

6.Financement New(Additif)

Supplies which form the subject of this invitation to tender shall be financed by the Public Investment Budget, 2023 financial year, Budget Head: 57 30 186 03 330003 464110

7.Consultation du Dossier New(Additif)

For any complementary information on the consultation file, the tenderers may consult the consultation file during working hours at the Service of Public Contracts UNVDA, P.O.BOX 25 Ndop, telephone 237 691 798 318/ 672 861 416,.as soon as this notice is published.

 

8.Acquisition du Dossier New(Additif)

Bidders can obtain complete consultation documents at the Service of Public Contracts UNVDA, P.O.BOX 25 Ndop, Email: unvdandop@ymail.com, Tel: (237) 691 79 83 72/ 672 86 14 16 during working hours, Mondays to Fridays. Withdrawal of the file will be done upon presentation of a receipt of payment of a non-refundable sum of 42 000 (Forty Two Thousand) CFA Francs in the CAS-ARMP Special Account N° 97568660001-28, opened in BICEC Branches.

 

9.Remises des offres New(Additif)

Complete offers written in English or French in seven (07) copies, including the original and six (06) copies, marked as such, sealed in an envelope shall be deposited at the General Secretariat UNVDA, on or before 04/05/2023 at 10 am, local time. The sealed envelope should carry the inscription:

10.Delai de Livraison New(Additif)

All deliveries shall be done at UNVDA – Ndop.

The duration for the execution of the supplies shall be Three (03) months as from the date of notification of the jobbing order

11.Cautionnement Provisoire New(Additif)

Each bidder must include in their administrative documents a bid bond issued by a first rate bank approved by the Minister of Finance and recognized by COBAC featuring on the list in document of the tender file of amount of: 499 500 (Four Hundred and Ninety Nine Thousand Five Hundred) CFA Francs.

The bid bond will remain valid for (30) days beyond the original date set for the validity of offers (90 days).

N.B: Certified checks will not be accepted.

12.Recevabilité des Offres New(Additif)

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer, Services of Taxation, etc…) in accordance with the Special Conditions of the tender.

They must not be older than three (03) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible, especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

13.Ouverture des Plis New(Additif)

Bids will be opened on the 06/05/2023 at 11:00 am in the conference hall of UNVDA, by the Internal Tender’s Board, in the presence of the bidders or their mandated representatives with full knowledge of the files if they desire.

The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission

14.Critères d'évaluation New(Additif)

a)      Absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance;

b)      False declaration or falsified documents;

c)      Absence or non-conformity of an element in the administrative file non-regularized within 48 hours after opening of bids.

 

Technical bids:         

a)      Falsified declaration or falsified documents;

b)      Absence of an attestation to a credit line or other sources equivalent to at least Ten Million (10 000 000) CFAF.

c)      Absence of a model (design)of the bag;

d)     Non conformity to one of the following major criteria:

ü  Type of bag: Woven and biodegradable;

ü  Dimension: 128cm x 80cm;

ü  Thickness: At least 70 microns;

ü  Colour: White;

ü  Logo: Diameter 42cm.

e)      Non respect of 80% of YES of the essential criteria ie. 13 YES out of 16.

 

Financial bids:

a)      Non conformity of tender submission;

b)      Absence of quantified price.

15.Attribution New(Additif)

The Contract will be awarded to the Bidder whose bid is deemed to be in compliance essentially with the quotation request file and whose bid will have been evaluated as the lowest.

16.Durée Validité des Offres New(Additif)

Bidders will remain committed to their tenders for a maximum period of ninety (90) days from the deadline set for the submission of tenders.
