within the framework of 2018 Investment Budget, the Lord Mayor of Bamenda Council, the Contracting Authority hereby launches an Open National Invitation to Tender for the rural electrification of the Axis Bali Camp-Chomba Village-in Mezam Division of the North West Region.
Work tobe done consists of
- Construction of atriphase Medium Voltage (MV) line over adistance of 1400m WITH 3X54.6mn2 Almelec cables deriving from the existing triphase (30kV) line at BALI CAMP
- Construction ofamixed line (MV/LV) with 3x54.6mm2 Almelec and 4x25mm2 twisted Aluminum cables over a distance of 1980m
- Construction ofa mixed line (MV/LV) with 3x54.6mm2 Almelec and 3x70mm2+lN?+2EP preassembled Aluminum cables over adistance of 10m
- Removal and reinstallation of two existing 25kVA transformers on the existing single phase network
- Removal and reinstallation of the existing 4x25mm2 twisted Aluminum cables over adistance oraboLit 3.4km
- Installation of one control connection with a triphase meter and complete subscription to Eneo
- The sundry expenses will consist of
o Clearing and pruning
o. Transportation ofpoles, material and personnel
The estimated cost after premilinary studies is 40 700 000 (fourty Million seven hundred thousand) FCFA

The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this Invitation to Tender is 90 Days
Each bid bond must include in his administrative documents, a bid bond issued by a-first-rate baling estabushment approved 'by the Ministry in charge of Finance and whose list is found in document No. 12 of the Tender File, of an amount of 814 000 CPA (Eight Hundred and Fourteen Thousand Francs CFA) and valid, for thirty
(30) days beyond the date of validity of bids
Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender.
They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice
My bid not in compliance with the prescriptions of the Tender File shall be rejected
The bids shall be opened in a single phase. The opening of the administrative Technical and Financial offers will take place on the 28/03/2018 at 11:00 AM Local time, in the conference hall of Bamenda II Council, by the Bamenda II Council internal Tenders Board. Only bidders may attend or be represented by duly mandated persons of their choice.

9-Financial situation below a third of the estimated cost
-Essential criteria
1-General presentation of the Tender Files;
2-Financial capacity;
3-References ofthe company in similar achievements;
4-Quality of the personnel;
5-Technical organization of the works;
6-Safety measures on the site;
7-Logistics;
8-Atteslation of site visit signed by the Contractor;
9-Report of site visit signed by the Contractor
10-Special Technical clauses initialed on all the pages and signed on the last page with the company stamp
11-Special Administrative Clauses completed and initialed on all the pages and Signed on the last page with company;
This evaluation will be done in abinary "way YES or NO with an acceptable minimum of 80% of the essential criteria taken in account.
The Contract wiil be awarded to the bidder who would have proposed the offer with the lowest amount, in confonnity with the regulations of ihe Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 80% of the essential criteria
Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
