The Tender documents may be consulted and obtained immediately after publication of this invitation to tender from the Services of the Contracting Authority (Service in charge of the Award of Contracts) during working hours at the Divisional Delegation of Public Contracts DONGA-MANTUNG.
The Tender file may be obtained from the Divisional Delegation of Public Contracts DONGA-MANTUNG Tel; 237, 677412886 as soon as this notice is published against payment of a non-refundable sum of Forty Thousand (40,000Fcfa), CPA francs, and payable at any Public Treasury or the Municipal Treasuries of AKO and Nwa Councils.
Each bid drafted in English or French shall besigned by thebidder or by a duly authorized representative and presented in seven (07) copies including one (01) original and six (06) copies marked as such. These shall be submitted in one sealed external envelope containing three (3) internal envelopes; (A: Administrative File, B: Technical File, C: Financial File). The sealed external envelope shall bear no information about the enterprise, and should reach the Divisional Delegation of Public Contracts for Donga-mantung, service for the Award of Contracts, not later than 10:00am on 26TH MARCH 2018, and should carry the inscription:

NB: Any bidder who goes Infor more than one lot shall submit one administrative file for all the lots.
The maximum deadline provided by the Project Owner and Contracting Authority for the delivery of the supplies forming the subject of this invitation to tender is Sixty (60) Calenda days
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved bythe Ministry in charge of finance -the list of which is found in document N° 10 of the Tender File, whose amount Is One Hundred and Sixty thousand (160,000) francs CFA, per lot, and valid for thirty (30) days beyond the deadline ofvalidity ofbids. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of successful bidders shall be retained until the required Performance Guarantee for good executionis provided.
Subject to being rejected, documents in the administrative file must include only originals ortruecopies certified by the issuing service orcompetent administrative authorities in accordance with the Special Regulations of the invitatioii to tender. These documents must be less than three (3) months old or established after the signing of the tender notice.
Any bid not In conformity with the prescnpdons of the Tender File shall be declared inadmissible. Especially the absence of a bid bond Issued by a first.-rate bank approved by the Minister in charge of Finance or the non respect of the models ofthetender file documents shall lead to a pure and simple rejection of the bid.
The opening ofthe bids in one phase shall be done at 11:00am, on 26th MARCH 2018 in the Conference Hall ofthe Divisional Delegation ofMINMAP for Donga-Mantung Division by the Divisional Tender Board. Only bidders may attend orbe duly represented by a person oftheir choice, who hasfull knowledge of the file and mandated in that capacity
the evaluation ofbids shall be carried out in three stages:
> 1st Stage; verification ofthe conformity ofeach administrative document;
> 2nd Stage: Evaluation of technical bids;
> Stage: Analyses of Financial bids. The criteria of evaluation shall be as follows:
-Eliminatory criteria
Absence of a document in the administrative file; Bids submitted after the deadline for submission; Deadline of execution more than the prescribed; False declaration or falsified documents; External envelope be a ring identification marks of the Bidder; Absence of, or Insufficient bid bond; Omission of a quantified task on the bill of quantities and cost estimates Enterprise with an abandoned or over due contracts beyond contractual deadline. Failure to obtain at least 80% in the evaluation of the Technical proposal.

The Contract will be awarded to the bidder who would have proposed the offer with the lowest amount, In conformity with the regulations ofthe Tender Documents and having satisfied to 100% ofthe eliminatory criteria and ot least 75% of the essential criteria.
Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
