Within the framework of the execution of the 2018 sate buget, the state of cameroon represenred by the Divisional Delegate of Public contract for Bui Division herby launches under Emergency procedure  an Open National Invitatiion to Tender For the supply of ELECTRICAL NETWORK TO MBAM VILLAGE IN Oku Sub-Division North West Region

The subject matter of this Contract is "FOR THE SUPPLY OF ELECTRICITY NETWORK TO MBAN VILLAGE IN OKU SUB-DIVISION, BUI DIVISION" The componet of this contract shall comprise all items mentioned in the Bali of Qualities, whose execution shall be in conformity with technical specifications and Technical drawing, as provided in the tender document and all other regulations and standards in force in the Republic of Cameroon

Participation in this Invitation to tender is open to Cameroonian enterprises that are in compliance with the fiscal lows.However at the time (date) of publication of this tender, no contractor with any record of ongoing and /or abandoned projects in the Republic without any valid justification shall be allowed to tender.

The said works shall be financed as per the programmed budget of the 2018 Public Investment Budget (BIP 2018) of the Republic of Cameroon under theMinistryoftheEconomy, Planning and Regional Development (MINEPAT) asigned to theThe Divisional Delelgate of MINEPAT Bui

SUBMISSON OF BIDS on 16th March 2018 at 10 am local time,The Opening and Evaluation of the Bids on the 16th March 2018 at 11 am in the conference Hall ofthe MINMAP Bui by the Divisional Tender Board.

The maximum execution deadline for the execution provided for by the Contracting Authority shall be three (90 calender days) with effect from date of notification of service Order to start works.

 Each bidder must include in his administrative documents, abid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and the list of which is found in document No. 12 of the Tender File, of an amount of Nine Hundred and Twenty On thousand. Four Hundred (921 400) francs CFA, and valid for thirty (30) days beyond the date of validity of bids

Under risk of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to tender. They must obligatorily be not more than three (3) months old as at the date of submission of the bids or established before the signature of the tender notice. Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible.

The bids shall be opened ina single phase, in the conference hall of the Divisional Delegation of Public contracts Bui, on the 15th March 2018 at 11:00am. Only bidders or their authorized representatives having a perfect knowledge of the file may attend the bid opening session. Any bid which shall not comply with the requirements ofthe tender file shall be rejected.

The bids shall be evaluated according to the main criteria as follows:
Eliminatory criteria  fix the minimum conditions to be fulfilled to be admitted for evaluation according of the essential criteria. The non-respect of these criteria leads to the rejection of the bid made by the bidder.
They refer especially to:

• Absence of an administrative document;
• Bids submitted after the deadline or time limit.
• Absence of the bid bond or bid bond not issued directly in bidder's name byafirst rate bank
  approved bythe Ministry in charge ofFinance.
• Deadline for delivery higher than prescribed;
• False declaration or forged documents;
• Bids submitted in unsealed external envelopes,
• A bid with the external envelope carrying a sign or mark leading to the identification of the bidder.
• Incomplete financial file.
• Technical assessment mark lower than 80% of "Yes".
• Absence of quantified unit price,
• Financial situation below a third of the estimated cost,
• Bidders who have abandoned a project within the last two previous years.

Essential criteria
Essential criteria are primordial in the judgment of the technical and financial capacity of candidates to execute the works forming the subject of the invitation to tender.
The criteria relating to the qualification of candidates are based on the following

• General presentation ofthe tender files;
• References of the company in similar achievements;
• Experience of supervisory staff,
• Logistics (Equipment);
• Methodology;
• Financial capacity;
• Attestation of site visit signed by Contractor
• Report of site visit signed by the Contractor
• The Special Technical Clauses (STC). (Each page should be initialed and the last page signedand
  tamped)
• Special Administrative Clausescompleted(each page should be Initialed andthelast page signed
  and stamped);
• Pre—Financing capacity not less than 80% of the amount required in the offer
  The essential criteria are subjected to minima whose detail is given in the Special Regulation of the Invitation to tender (RPAO).
•  Main qualification criteria
  The criteria relating to the qualification of candidates could be indicative on the following;

  This evaluation shall be done ina purely binary method with a (yes) or a (no) with an acceptable minimum of 80% of the essential criteria taken into account.
  The contract will be awarded tothe bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of theTender Documents and having scored 100% of the eliminatory criteria and at least 80% of the essential criteria

 This evaluation shall be done using the binary method of either (YES) or (NO) with an acceptable minimum technical score of at least 85% In the essential criteria taken into account.The
contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of theTender Documents and having satisfied a 100% score in the
eliminatory criteria and at least 80% score in the essential criteria

Bidders shall remain committed to their offers for a period of ninety (90) days from the last date of the submission of tenders,that is, the tenders shall be valid for 90 (ninety) days with effect from their submission deadline.
