The Director-General of the Telecommunications Regulatory Board (TRB) hereby launches an open consultation to Cameroonian companies for a two-year period maintenance of the Head Office and Center-South-East Regional Delegation buildings of TRB.
The tasks are divided into two(2) lots as follows :
- Lot 1 : Head Office building of TRB,
- Lot 2 : Center-South-East Regional Delegation building of TRB.
The service description is contained in the descriptive, quantitative and estimates sheet provided in this consultation file that the applicants are requested to fill with accurate figures.
The tasks are estimated at twenty five million (25,000,000) CFAF including taxes for lot 1 and eighteen million (18,000,000) CFAF including taxes for lot 2.
The tasks are divided into two(2) lots as follows :
- Lot 1 : Head Office building of TRB,
- Lot 2 : Center-South-East Regional Delegation building of TRB.
This consultation is intended for enterprises established in Cameroon and working in this field of activity.
The services under this consultation will be financed by the budget of TRB, for the biennium 2017-2018, line 610105 “Cleaning product”.

The receipt must identify the payer as the representative of the company willing to take part in the consultation.
The bids prepared in English or French in seven (07), of which one (1) original and six (06) copies must reach the Contracts Unit of TRB, located at the ground floor of the Head Office building of TRB, at nouvelle route Bastos, P. O. Box. 6132 Yaounde, not later than 08th May 2017 at 12:00 noon prompt, local time, in a sealed envelope addressed to the Director-General of the Telecommunications Regulatory Board and labelled as follows: No offer regularly filed can be modified or withdrawn, and will have the inscription:

The services will be carried out from June 1, 2017 to December 31, 2018. They will be performed at the Head Office for lot 1 and the Centre-South-East Regional Delegation of TRB in Yaounde for lot 2.

The opening will follow on the same day at 1:pm, in the conference hall of TRB Head Office, in the presence of the bidders or their authorized representatives having a proof of their mandate. Offers submitted outside the deadline and place set will be rejected.
a) ELIMINATORY CRITERIA (For each lot)
- Incomplete administrative file ;
- False declaration or forged document ;
- Absence of a quantified unit price;
- Absence of a consistent work schedule;
- Absence of any of the following materials: cleaning trolleys and stepladder
- Technical score less than 20 “yes” on 27.
b) ESSENTIAL CRITERIA (For each lot)
The technical file will be evaluated following the binary system (Yes/No) based on the criteria bellow:
- Execution time table : 2 yes on 27
- References of the service provider : 6 yes on 27
- Material and financial capacity : 16 yes on 27
- General presentation of the bid : 2 yes on 27
- Local representation : 1 yes on 27
Only the bidders totalling a technical score of at least 20 on 27 yes after the evaluation will be admitted for the financial assessment.
At the end of the financial analysis, the lowest bid will be retained.
The bids will be analysed following the lowest bid approach. A bidder cannot be attributed more than one (1) lot
