Within the framework of the 2023 Investment Budget, the Lord Mayor of Babessi Council, Delegated Contracting Authority in the name of the Republic of Cameroon, hereby launches a Request for Quotation for the supply of Equipment for Pisciculture in Babessi Council, Babessi Sub-Division, Ngoketunjia Division of the North West Region.

The services of this request for quotation include the supply of the following equipment:

- 1m x 2m tarpaulin incubation tanks

- Water recirculation units

- 500W water heaters 

- Incubation trays

- 12V DC Air Compressor, 130W, including 50m pipe and 12 air stones

- Fish transporting drums

- Scale, 0.01g to 1500g

- Electronic scale 40kg

- Electronic scale 100kg

- Automatic fish grader

- Scoop net for fry

- Scoop net for brood stock

- Large plastic bowl

- Small plastic bowls

- Testing kit

- Gas propelled fish drier

The estimated cost after preliminary studies is 20,000,000 (Twenty million) CFA Francs.

The supply is in a single lot as indicated below.

Participation to this invitation to tender is open to Cameroonian enterprises that are in compliance with the fiscal laws.

This project shall be financed by the 2023 Public Investment Budget of MINDDEVEL.

The dead line of execution is Sixty (60) days from the date of notification for this Jobbing Order to begin.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment or an insurance company approved by the Ministry in charge of finance and whose list is found in this Consultation File, of an amount of four hundred thousand (400,000) Francs CFA and valid for thirty (30) days beyond the date of validity of bids.

The bids shall be enclosed in a single sealed envelope bearing only the reference of the tender in question. The different documents of each offer shall be numbered as indicated in the tender and separated by dividers of the same colour.

Bids will be opened on the 27/06/2023 at 11:00 AM in the conference hall of the Babessi Council by the Internal  Tender’s Board, in the presence of the bidders or their mandated representatives with full knowledge of the files if they so desire.

The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission.

1. 1.        Evaluation criteria

The bids shall be evaluated according to the main criteria as follows:

1. A.       Eliminatory criteria
   1. 1.   - Absence of a document in the administrative file 48 hours after bid opening session;
   2. 2.   - Deadline for delivery higher than prescribed;
   3. 3.   - False declaration or falsified documents;
   4. 4.   - Absence or insufficient bid bond;
   5. 5.   - Omission of a unit price in the financial bid;
   6. 6.   - Score less than 5/6 of essential criteria;
   7. 7.   – External envelope carrying a sign that can identify the bidder.

1. B.        Essential criteria
   1. General presentation of the tender files;
   2.  Financial capacity;
   3. References of the company in  similar achievements;
   4. Catalogue of equipment in colour including specifications and references;
   5. Draft jobbing order duly filled initialed in all pages signed and dated on the last page.
   6. All bids must be spirally binded.

This evaluation will be done in a purely positive way (yes) or negative (no) with an acceptable minimum of 5/6 of the essential criteria taken in account.

The contract will be awarded to the bidder who would have proposed the offer with the lowest amount (total without taxes),  in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 5/6 of the essential criteria.

The bidder is bound by his bid for a period of sixty (60) days with effect from the deadline fixed for the submission of the bids.
