Within the framework of 2018 Public Investment Budget, The Regional Delegate of Public Contracts for North-West Region,Contracting Authority, hereby launches by emergency procedure an Opened
National Invitationto Tender for the connection to an electrical network of the Regional Delegation of Tourism and Leisure for the North -West in Bamenda.
Work to be done consists of
- Clearing and pruning 7m width on each side of the network.
- Transportation of wooden poles, materials and workers.
The estimated cost after preliminary studies is 15,000,000 (fifteen million) CFAF
The work Is as follows: The connection to an electrical network of the Regional Delegation of Tourism and Leisure for North - West in Bamenda.
Participation to this Invitation to Tender is opened to Cameroonian enterprises that are incompliance with the Cameroon laws.
Works which form the subject of this invitation to tender shall be financed by the 2018 Public Investment Budget

is published against payment of the sum of 30 000 (thirty thousand) CPA Francs, payable at a PublicTreasury, representing the cost of purchasing the Tender File.
Each offer drafted InEnglish or French in 07 (seven) copies including 01 (one) original and 06 (six) copies marked as such, should reach the Regional Delegation of Public Contracts for North-West in Bamenda, at the Regional Delegate's private secretariat, door 101 tel: 233361887 not later than 03/04/2018 at 12:00 noon local time and should carry the inscription:

N° 20/ONIT/RDMINMAP/NWRTB/2018 OF 13/03/2018 FOR THE CONNECTION TO AN ELECTRICAL NETWORK OF THE REGIONAL DELEGATION OF TOURISM AND LEISURE FOR THE NORTH -WEST IN BAMENDA.

The maximum deadline provided by the Delegated Contracting Authority for the execution of the works forming the subject of this Invitation to Tender is ninety (90) calendar days days.
Each bidder must Include Inhis administrative documents, a bid bond issued by a first-rate banking establishment or a recognise insurance company approved by the Ministry in charge of Finance and whose list is found in document 12 of the Tender File, of an amount of 300 000 (three hundred thousand) CFAF and valid for thirty (30) days beyond the date of validity of bids
Under penalty of being rejected, only originals or certified true copies signed by the issuing service or administrative authorities (Governor, Senior Divisional Officer, Divisional Officers) must Imperatively be produced in accordance with the Special Regulations of the Invitation to Tender.
They must obligatorily not be older than three (3)months preceding the date of submission of bids or may be established after the signature of the tender notice
Any bid not in compliance with the prescriptions of the Tender File shall be rejected. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.
The bids shall be opened in a single phase. The opening of the administrative documents, the Technical and Financial offers will take place on the 03/03/2018 at 1:00pm local time, in the conference hall of the regional Tenders' Board, by Its competent Members. Only bidders may attend or be represented by duly mandated persons of their choice and having a good knowledge of their files
The bids shall be evaluated according to the main criteria as follows:
A. Eliminatory criteria
1. Absence of a document in the administrative file;
2. Deadline for delivery higher than prescribed;
3. False declaration or falsified documents;
4. Absence or insufficient bid bond;
5.A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
6. Incomplete financial file;
7. Change of quantity or unit;
8.Non respect of 37/43 (75%) of essential criteria;
9.Non completion of any project inthe previous years in the North West Regionor suspended by MINMAP.
B. Essential criteria
1- General presentation of the Tender Files;
2- Financial capacity;
3- References of the company in similar achievements;
4- Quality of the personnel;
5-Technical organization of the works;
6- Safety measures on the site;
7- Logistics;
8- Attestation of sites visit duly signed by the contractor or his representative and report ofsites
visit;
9- Special Technical Clauses initialed in all the pages;
10-Special Administrative Clauses completed and initialed in all the pages.
This evaluation will be done In a binary way (yes)or(no)withon acceptable minimum of 37/43 (75%) of the essential criteria taken in account.
The Contract will be awarded to the bidder who would have proposed the offer with the lowest amount, inconformity wirti the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 37/43 (75%) of the essential criteria
Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
