Within the framework of 2023 Investment Budget, the Mayor of Bali Council Contracting Authority, hereby launches, a Request for Quotation for the EQUIOMENT OF BALI YOUTH Centre in Bali Sub Division.

Participation to this consultation is open to Small and Medium Size Enterprises with proven experience in this domain.

This project shall be financed by the MINJEC 2023 public investment Budget with budget head numbers.

The Tender file could be consulted in the Bali Council.

The file may be consulted and obtained at the Bali Council, CDO office from the date of signature of this Tender Notice upon presentation of a receipt attesting to the payment of a non-refundable fee of 15,000 (Francs CFA) into the Bali Council Treasury, representing the cost of purchasing the tender file.

Complete bidders’ files, including all administrative documents, must be deposited in 06 copies including the original file and 05 copies on the 23/06/2023  at 10:00 AM local time in sealed envelopes, in the Divisional Delegation of Public Contracts, Service of Award bearing on:

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in this Consultation File, of an amount of 120,000 valid for thirty (30) days beyond the date of validity of bids.

Bids will be opened on the 23/06/2023 at 11:00 AM in the conference hall of the Bali Council, by the Bali Council Internal Tenders Board, in the presence of the bidders or their mandated representatives with full knowledge of the files if they so desire.

The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission.

The bids shall be evaluated according to the main criteria as follows:

1. Eliminatory criteria

1. 1.      Absence of bid bond in the administrative file;
2. 2.      Deadline for delivery higher than prescribed;
3. 3.      A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
4. 4.      Incomplete financial file;
5. 5.      Change of quantity or unit;
6. 6.      Non-respect of 75% of essential criteria;
7. 7.      Suspended by MINMAP in 2023

2. Essential criteria

1-    General presentation of the Tender Files;

2-    Financial capacity;

3-    References of the company in similar achievements;

4-    Quality of the personnel; 

5-    Technical organization of the works;

6-    Safety measures on the site;

7-    Logistics;

8-    Attestation of site visit duly signed by honour of the bidder.

9-    Special Technical Clauses initialed in all the pages;

10- Special Administrative Clauses completed and initialed in all the pages

This evaluation will be done in a binary way (yes) or (no) with an acceptable minimum of 75% of the essential criteria taken in account.

The Contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 75% of the essential criteria.

The bidder is bound by his bid for a period of sixty (60) days with effect from the deadline fixed for the submission of the bids.
