On behalf of the Minister of Environment and Nature Protection, the Public Contracts’ Regional Delegate for The Far North Region, Contracting Authority, launches an Open National Invitation to Tender for the supply of a motor-pump and watering accessories at the Regional Delegation of Environment and Nature Protection at the far north region.

The services of this contract include: supply, transportation and reception of equipment. The supplies are as follows :

an estimated amount of forty-five million (25 000 000) CFA F is allocated for this contract

The application to this invitation to tender is opened with equal conditions to Cameroon-Law related firms and companies experienced in similar services.

       By this invitation to tender, interested companies are called upon to provide authentic information which  will be helpful for the choice of the one that can meet the needs of the required service after an in-depth and objective appraisal of its application file.

 As far as works are concerned, an estimated amount of forty-five million (25 000 000) CFA F is allocated for this contract by the National Investment Budget; Budget of the Minister of Environment and Nature Protection, Year 2018. Imputation: 52 28 361 01 4413130 2246 841

                Seven copies of each tender application written either in English or in French; one (01) original document and six (06) copies labelled as such, in accordance with the invitation to tender should be submitted in a sealed envelope against a receipt at the Regional Delegation of the Far North Region in Maroua, Tenders Unit, located near the Sub-Divisional Office of Maroua 1^st (mini show quarter of Domayo), by 10^th April 2018 at 9.00 am (local time). NB: Beyond the submission’s deadline any tender will no longer be received.

The execution deadline sets by the Project Owner for the supply is sixty (60) days. This period includes the Rainy seasons, weather and some other factors with effect from the day of works’ notification; signing’s date of contract.

 Applicants will include for each lot applied for a provisional guarantee (bid bond) in keeping with the tender file model, issued by a first- class banking institution approved by the Ministry in charge of Finance .The amount in CFA F of the above-mentioned bid is indicated in the chart below and equal to not more than ten (10%) of the provisional cost all taxes include; that is to say an amount of five hundred thousand (500 000) cfa franc.

         A provisional guarantee is automatically to be released not more than thirty (30) days after the tender-validity expiry for the rejected applicants and after the establishment of the final one for the awarded ones.                                                                                           

Lest they be rejected, should compulsory be submitted only the originals and copies of the other required administrative documents (valid) certified by either the issuing service or an administrative authority in keeping with the requirements of the special tender regulation. They must date less than three (3) months and valid on the day of the tenders disclosure. These others required documents must compulsory be in process of validity in compliance with the prescribed regulation. 

Tenders disclosure will be done in one stage on 10^th April 2018  at 10.00 am prompt at the meeting Hall of the Regional Delegation of Public Contracts of the Far North Region in the presence of the tender applicants. Only them may attend this opening session or have themselves represented by a duly person of their choice (even in case of joint venture) having a sound knowledge of their file.

Eliminatory criteria

Administrative documents

a)      Incomplete or non-compliant administrative file;

b)     Absence of bank bid submission;

c)      False declaration or forged document;

 Technical proposal

    a) Incomplete or non-compliant file;

    b) False declaration;

    c) Forged document;

    d) Absence of the after- sales service for the proposed material;

    e) Guarantee deadline for the inappropriate supply;

    f) Technical specification for the inappropriate supply;

    g) The delivery deadline for the inappropriate proposed material;

    h) Failure to score at least forty (40) essential criteria over fifty six (56).

 Financial offer

a) Incomplete or non-compliant financial tender;

b) Omission of a quantified unit price from the price schedule.

 ESSENTIAL CRITERIA

     1-The applicant’s references (RF) in the field (10 criteria):  

• From 1≤ RF≤ 02 (05 criteria) for an amount less than or equal to (15,000,000) fifteen million CFA F;
• RF≥ 03 (05 criteria) for an amount greater than (15,000,000) fifteen million CFA F.

      2- The delivery planning (10 criteria)

      3- The technical characteristics of the proposed material (24 criteria)

      4- The warranty’s deadline (05 criteria)

      5- The solvency’s certificate greater than (15,000,000) fifteen million CFA F (05 criteria).

      6- Tender’s presentation (02 criteria)

NB:

-          For the references, attach contracts’ extracts and reports of supply receipt or the certificate of proper execution.

-          For the technical relevant characteristics, the proposed appliances ’technical slips provided by the applicant will be taken into consideration. 

   The Regional Delegate for the Public Contracts of the Far North Region, Contracting Authority grants the contract to the applicants whose file, technically skilled, assessed appealing with the lowest bid deemed to be and substantially in accordance with the tender file.

Applicants will be bound by their tenders for ninety (90) days with effect from the tender-submission deadline.
