The total estimated cost of the project after preliminary studies is Twenty Million (20 000 000) F.
The supply which are subject of this open request for quotation is unique lot.
Participation in this request for quotation is open to all registered Cameroonian enterprises, with the necessary technical and financial capacities
The supply which forms the subject of this request for quotation shall be financed by the: SWRA INVESTMENT BUDGET 2023. BUDGETARY LINE: 222200
The tender file may be consulted during working hours (7:30 AM-3:30 PM) in SWRA at the President's cabinet upon publication of this tender notice.
The tender file may be acquired from the President's cabinet cabinet of SWRA as soon as this notice is published and upon presentation of a non-refundable receipt bearing the amount of Twenty thousand (20 000) FCFA paid into Account of SWRA Treasury
Each bid drafted in English or French shall be presented in seven (07) copies including the original and six (06) copies marked as such. These shall be submitted in one sealed pack containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The sealed pack shall bear no information on the enterprise, and should reach the President's cabinet latest the 10/07/2023 at 10:00 am local time and should carry the inscription:
- Envelop A: administrative documents; Envelop B: technical offer;
- Envelop C: financial offer.
These three (03) envelops will be put in a fourth one which shall be labelled imperatively as follows:

The deadline provided by the Project Owner for the execution of the supply is three (03) months from the date of notification of service order to start work.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate financial establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File, and of an amount of: Four hundred thousand francs (400 000 F)

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened in the Conference Hall on 10/07/2023 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
The evaluation criteria related to the qualification of bids will be binary as follows:
1 General presentation of the offer
2 Justification of the turnover of the company at least 15 000 000 F
3 Guarantee period of six months.
4 Pre financing Attestation of at least at 12 000 000 F
5 References of the company
6 Methodology and planning of execution of the supply;
7 Execution period less than or equal to that of the tender file (3 months);
8 Technical sheets/descriptions of the Hospital bed with adjustable head proposed by the contractor
9 Technical sheet of the Hospital bed mattress (with plastic covering) proposed by the contractor
10 Technical sheets/descriptions of the Letmann stethoscope proposed by the contractor
11 Technical sheet of the Fiber optic otoscope proposed by the contractor
12 Technical sheet of the Hemoglobinometer proposed by the contractor
13 Technical sheets/descriptions of the strip for Haemoglobinometer proposed by the contractor
14 Technical sheets/descriptions of the Dust Bin proposed by the contractor
15 Technical sheets/descriptions of the thermometer proposed by the contractor
16 Technical sheets/descriptions of the Delivery bed in epoxy proposed by the contractor

The Jobbing order shall be awarded to the lowest bidder whose bids is in conformity with the technical requirement of the tender file, in accordance with article 99(a) of the public contracts code.
The bidders shall remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
Complementary technical information may be obtained during working hours on week days from the President's cabinet cabinet of the SOUTH WEST REGIONAL ASSEMBLY.
