The Mayor of Belo Council, the Contracting Authority, on behalf of the Republic of Cameroon hereby launches an open national invitation to tender, emergency procedures for the construction of a block of 02 classrooms each at GS NTUM, BELO Sub-Division

The works comprise notably: (position or volume of works)

- Lot 200: EARTH WORKS
- Lot 300: FOUNDATION
- Lot 400:WALL MANSURY
- Lot 500: ROOF
- Lot 600:METAL WORK AND JOINERY
- Lot 700; ELECTRICITY
- Lot 800; PAINTING
- Lot 900: DRAINAGE
- Lot 1000: HYGEN AND ENVIRONMENTAL PROTECTIO

Participation is open under the same conditions to oil Cameroonian companies and businesses concerned that have proven experience in the fieid of building and civil engineering in general.

The works subjectect to this invitation to tender shall be financed by the Public Investment Budget MINEDUB 2018

The file may be consulted during working hours at the secretariat of the Mayor of Belo council door no.304.

The tender file may be acquired from the Belo Council upon presentation of a non refundable treasury recipt of 20 000 (Twenty thousand) francs FCFA. Such a receipt shall identify the payer as representing the company that wants to participate in the tender.

The tender file in three (03) volumes shall be enclosed in three sealed envelopes
Envelope Acontaining the administrative offer (Volume 1)
Envelope Bcontaining the technical offer (Volume 2)
Envelope Ccontaining the financial offer (Volume3)
The three volumes shall be enclosed in asingle envelope bearing only the reference of the tender in question. The different documents of each offer shall be numbered as indicated in the tender and separate by divividers of the same colour.

Each offer or bid drafted in Eglish or French in seven (07) copies including the original
and six(06) copies marked as such in accordance with the prescritions of tender file should be submitted against areceipt at the Belo Council not later than 09 AVR 2018 at 10am local time
and should carry the inscription:

"OPEN NATIONAL INVITATION TO TENDER, EMERGENCY PROCEDURE N° 03/ONIT/MINMAP/RDNW/DDBOYO/CIPMCB/2018 OF 20/03/2018 FOR THE CONSTRUCTION OF A BLOCK OF 02 CLASSROOMS IN GS NTUM BELO SUB DIVISION, BOYO DIVISION"

"To be opened only during the bid opening session"

With the prescriptions of this notice and tender file shall be
decleared inadmissible. Especially the abscence of a bid bond issued  by afirst-rate bank approved the Minister in charge of Finance or the non-respect of the models of the tender file documents shall lead to a pure andsimple rejection of the offer. The offer or bids submitted after the stipulated deadline shall not be received.

Bidders have twenty (20) days for the submission of their bids from the publication of the tender notice.

The maximum execution deadline shall be three (03) months, Including the rainy season and other vagaries,with effect from the date of notification of the administrative order of work commencement.

Each bidder must include in his administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance featuring in annex of the tender file of the sum of 360 000 (three hundred and sixty thousand) FCFA.
The provisional deposit shall be automatically released not later than 30 (thirty) days following the expiry of validity of bids for the bidders who shall not be retained. In the case where the bidder is awarded the contract the provisional deposit shall be released after the constitution of the final bond

The bids not respecting the separation mode of the financial bid from the administrative and technical bids shall be rejected.
Any bid not in conformity with the prescription of this tender notice and tender file shall be declared inadmissible. Especially the absence of a bid bond of a first rate bank approved by the Ministry of Finance and valid for a period of thirty (30) days shall be rejected.
Least they are rejected, only the original or certified true copies bythe issuing service or administrative authorities of the administrative documents are accepted. They must obligatorily not be older than three (03) months and must be valid during the bid opening session.

The opening of bids in one phase shall be done on - at 11am In the conference hall of the Belo Council by the competent tenders board.
Only bidders may attend orbe duly represented by aperson oftheir choice, who has a full knowledge of the file and mandated in that capacity.

The evaluation ofthe bids shall bedone in three (03) steps
> 1st step: Verification of the conformity of the administrative file
> 2nd step: Evaluation of the technical file
> 3rd step: Analysis of the financial file

• False declaration or falsified documents.

•Incompleteornon compliant documents
•False declaration, forged or scanned documents ;
•Non existence in the technical file of the rubric "organization, methodology and planning"
• Absence of the pre-financing capacity of at least four million five hundred thousand (4500 000)FCFA
• Technical assessment mark lower than 70% of "yes"
-Financial offer;
• Incomplete financial offer;
• Non compliant documents;
• Omission of qualified unit price in financial offer;
• Absence of break down of price
• Modifications of the model break down of unit price

Essential Criteria

The tehnical offer of the bidder shall be assesed along the following

The jobbing order shall be awarded to the bidder whose bid is inconformity to the dispositions of the tender file and the basis ofthe lowest bidandtechnical quality, (see article 33 ofthe public contracts code).

The bidders shall remain committed to their bids during a period of (ninety) 90 days from the deadline set for the submission of bids.
