Within the framework of the 2018 Public Investment Buget, the The lord mayor ALOU council, Contracting Authority hereby launches an open national invitation to tender

No. o4/ONIT/ASD/ACTB/ 2018 OF 12/03/2018 For the rehabilitation of the FONDEM ­MEIMBEI PALACE agricultural road (3km) in ALOU municipality.

Works shall be carried out as specified in Article 1.1 of the Special regulations governing the invitation to tender (RPAO) enclosed in the tender

The works shall be in one lot defined as follows: Rehabilitation of the FONDEM MEIMBEI PALACE municipality, BUDGET HEAD N^°:5230393036419042811921

The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

The works which form the subject of this invitation to tender shall be financed by Public Invest Budget of the 2018 financial year. Budget Head N^°5230393036419042811921

The complete tender file may be obtained from the Alou council upon presentation of a treasury receipt attesting to the payment of a non refundable sum of 20 000 FCFA.

Each bid drafted in English or French in five (07) copies including the original and four (06) copies marked as such, should reach the General Secretariat of the Alou Council, not later than 10/04/2018 at 09:00 Am. local time and labeled.

1. 1.         The deadiine for the execution of the project shall be 90 DAYS.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'AfriqueCentrale) featuring on the list in Document 12 of the tender file of an amount of 300 000FCFA.For this lot with a validity period of thirty (30) days from the date the bids are opened.

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordante with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall not be accepted.

Any bid not in compliance with the specifications of this tender notice and file shah' be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-comphiance with the model documents of the tender file shall lead to outright rejection of the bid without any possibihity of appeal.

There are two types of evaluation criteria: Eliminatory and qualification criteria. The aim of these criteria is to identify and reject incomplete bids or bids not in conformity with the essential conditions laid down in the tender file relating especially to admissibility of administrative documents, compliance of the technical bid with the technical specifications in the tender file and the qualification of candidates.

i)          ELIMINATORY CRITERIA:

Eliminatory criteria fix the minimum conditions to be fulfilled to be admitted for evaluation according to the essential criteria. The non-respect of these criteria leads to the rejection of the bid made by the bidder. Bid shah be rejected when the following are absent

• The lack of bid Security
• Non confommity of administrative documents •••• The Tender documents are not conformed. -t• False declaration or forged document
• Records of uncompleted project.
• The non-respect of 2 criteria shah cause the elimination of the bid.

ii)          QUALIFICATION CRITERIA:(Yesl No)

• Done projects Totaling at least 45 million FCFA during the past 3 years -t• Access to credit or other financial sources
• Has done similar job before ( final reception of at 3 projects)
• Availability of material and essential equipment
• Supervisory staff with at least three years experience in road works e7 Presentation of bid
• Antecedents of non-execution of contract or pending disputes

Technical files will be evaluated and graded on 100%. Only those with a minimum score of 70% will qualify to have their financial files examined.

The Lord Mayor Alou council, Contracting Authority, shall award the contract to the bidder whose bids are in keeping with the special regulation of this tender file.

Bidders shah be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids
