2) The works subject ofthis invitation to tender shah require THE CONSTRUCTION OF A BRIDGE OVER RIVER AJAIGEM- M'MOCKMBEI M'MOCK FOSIMONDI IN ALOU

SUB DIVISION In Lebialem Division in the South West Region.

The works and service required are found in the detail description mentioned in the respective bills of quantities and cost estimates.

The estimated cost of the operations (tasks) following feasibility studies stands as specified in the table below:-

The works subject of this invitation to tender shall in one lot defined with specifications as in the table below:-

Participation in this invitation to tender is open te all registered and qualified companies or groups of companies based in the Republic of Cameroon with the required technical and professional expertise in the domainof construction accompanied by the necessary financial capability.

Works which form the subject of this invitation to tender shall be financed as per the programmed budget head of the 2018 Public lnvestment Budget (PIB 2018) of the Republic of Cameroon as specified in the table below:-

The Tender documents may be consulted immediately alter publication of this invitation to tender from the Alou Council tender board or Divisional Delegation (Service in charge of the contracts award) during working hours at the A.C.

The Tender documents shah be obtained immediately alter publication of this invitation to tender from the Services of the Contracting Authority (Service in charge of contracts award) during working hours at the Aiou Council or Divisional Delegation of Public Contracts Menji-LEBIALEM. The document shah be obtained upon presentation of a municipal treasury receipt showing the payment of a non-refundable sum of eighteen thousand (40,000) F CFA.

Each offer written in English or French shah be signed by the bidder or by a duly authorized Representative and presented in seven (7) copies that is one (01) original and six (06) copies labelled as such. These shall be submitted in one external sealed envelope containing three (3) envelopes, that is, Envelope A: Administrative Documents, Envelope B: Technical document and Envelope C: Financial document. It shah reach the Alou council tender board Service in charge of contracts award ,not later than 10/04/2018 at 9:OOam local time. The sealed external envelope shah be free of all identification marks, failing which it shah! be rejected.

The sealed external envelope addressed to the Delegated Contracting Authority shah bear the following inscriptions:

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shah be ninety calendar days (three months) with effect from date of notification of the Service Order te start execution.

Any bid that shah not be in conformity with the prescriptions of this notice and tender file shah be declared inadmissible (null and veld), especially offers containing a bid bond net issued by a first rate bank approved by the Ministry in charge of Finance.

The bid bond which shall only be released by the Delegated Contracting Authority will be released no later than thirty (30) days after the period of bid validity for unsuccessful bidders. For the contracter (bidder to whom the contract is awarded), the bid bond shah be returned to the contracter by the Delegated Contracting Authority once the final bond bas been provided and the corresponding amount refunded by the Bank upon presentation of the original bid bond.

Bidders shah remain committed to their offers for a period of ninety (90) days from the last date of for the submission of tenders, that is, the tenders shall be valid for 90 (ninety) days with effect from their submission deadline.

NB: The contracter shall during site installation, present the originals of the respective certified documents for strict verification of their authenticity.

Bills shah be opened by the Sub-Divisional Tenders Board for Alou Council a single phase on the 10/04/ 2018 at 10:00am local time in the Alou Council hall. Only bidders or their authorized representatives having a perfect knowledge of the file may attend the bid opening session. Note should be taken tliat in case of any ambiguities or differences during opening, only the original shah be considered authentic, that is, any bid which shall not comply with the requirements of the tender file shah be rejected. Bids shall be opened and assessed in a single (01)

Senior Civil or Rural Engineering Technicien having less than three (03) years of working

experience;

Civil Rural Engineering Technicien having less than five (05) years of working experience.

Holder BAC F4 or equivalent with less than 7 years' experience;

Technical evaluation mark less than 70% ;

Absence of quantified unit price ;

Éinancial offer more than the provisional amount of the project

-Any Bid that shah not obtain 70% evaluation in the technical documents shall simply be rejected. ^I:-Details of these main qualification criteria are specified in the evaluation grid found in the Special Tender Regulations (RPAO).

(ii) Financial Offer, it shall consist of going through the bill of quantities in reference to the unit price schedule and the sub detail of unit prices.

The contract shah be awarded to the lowest bidder who must have fulfilled the administrative, technical and financial requirements
