Participation in this invitation to tender is open to all registered and quai ified companies or groups of companies based in the Republic of Cameroon with the required technical and professional expertise in the domain of construction accompanied by the necessary financial capability.

Works which form the subject of this invitation to tender shah be financed as per the programmed budget head of the 2018 Public  Investment 13ucluet (P113 2018) of the Republic of Cameroon as specified in the table below:-

Each offer written in English or French shah be signed by the bidder or by a duly authorized Representative and presented in seven (7) copies, that is one (01) original and six (06) copies labelled as such. These shah be submitted in one external sealed envelope containing three (3) envelopes, that is, Envelope A: Administrative Documents, Envelope B: Technical document and Envelope C: Financial document. It shah reach the Alou eouncil tender board Service in charge of contracts award ,not later than 10/04/29_.18 at 9:30am local rime. The sealed external envelope shah be free of all identification marks, failing w'hich it shah be rejected

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this  tender shah be ninety calendar days (three months) with effect from date of notification of the service  Order to start execution

THE CONSTRUCTION OF A CULVERT AT EKOOFOOND AT NWANGONG NWATCHENG- IN ALOU SUB-DIVISION, LEBIALEM DIVISION

Bids shah be opened by the Sub-Divisional Tenders Board for Alou Council a single phase on the 10/04 2018 at 10:30am local time in the Alou Council hall. Only bidders or their authorized representatives having a.perfect knowledge of the file may attend the bid opening session. Note should be taken that in case of any ambiguities or differences during opening, only the original shah be considered authentic, that is, any bid which shah not comply with the requirements of the tender file shah be rejected. Bids shah be opened and assesed in a single (01) phase of two stages where:-

a) Stage I shah involve:

i)        Opêning of envelopes containing Administrative documents to appraise the validity, authenticity and completeness of files.

NB: Envelops containing technical documents will not be opened for bidders eliminated because of any administrative document(s).

ii)      Opening of envelopes containing technical documents to appraise and evaluate technical proposais NB: Any bids which shah not obtain 70% score in the technical evaluation shah simply be eliminated.

b) Stage II Opening of financial offers to appraise proposed amount for the project.

NB: Bidders whose offers when calculated for verification and found more than the provisional

amount of the project will simply be eliminated.

NB: Bid bond for a group of enterprises must be addressed on the naine of mandated enterprise

with nome of the other enterprises mentioned in its content.

Administrative documents not more than 3months old;

None justification of capacity to pre-finance ;

False declaration or forged documents ;

-      Éncomplete technical or financial documents;

Senior Civil or Rural Engineering Technician having not less than three (03) years of working experience;

Holder BAC F4 or equivalent with less than 7 years' experience;

-   Technical evaluation mark less than 70% ; Absence of quantified unit price ; Financial offer more than the provisional amount of the project

B) Essential Criteria They are primordial or key modalities in the judgment of the technical and financial capacity of candidates to execute the tasks forming the subject of the invitation to tender. They were determined in relation to the nature and content of the tasks to be executed.Hence in the .evaluation of:-

(i)     Technical documents, it shah be the binary method (YES or NO) based on the following distribution of points:

-Any Bid that shah not obtain 70% evaluation in the technical documents shah simply be rejected. -Details of these main qualification criteria are specified in the evaluation grid found in the Special Tender Regulations (RPAO).

(ii)   Financial Offer, it shah consist of going through the bill of quantities in reference to the unit price schedule and the sub detail of unit prices.

The contract shah be awarded to the lowest bidder who must have fulfilled the administrative, technical and financial requirements.

Bidders shah remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders (offers).
