The Mayor of BANWA Council, Contracting Authority, hereby launches and Open National Invitation to tender for the acquisition of a utility vehicle of the 4x4 double cabin pick-up type for the .benefit of the municipaiity- of BANWA, with a view to ensuring the optimum functioning of the Services and the achievement of statutory missions
The technicai characteristics ofthe said office vehicle are specifted in thetender document.

The provision of this contract consists of the supply and transports under the full responsibility ofthe co-contractor of a double cabin 4x4 pick-up vehicle.

The estimated cost of thls-service is CFA Fthirty two millions five hundred thousand (32 500 000).

Participation in this Call for Tenders is open to dealers established or having a proven représentation in the Republic of Gameroon. Interested dealers are invited to provide in their offers, the authentic information which will allow to retain the one who can carry out the services after a thorough and objective évaluation of his file.

The service relating to this Invitation to tender shall be funded by the budget of the Spécial Council Support Fund for Mutual Assistance (FEICOM).

The tender file may be consulted during working hours at BANWA Town Hall.

The Tender Document may be obtained during working hours BANWA Town Flall, upon the publication of this Notice on the présentation of a receipt attesting to the payment of a non-refundable sum of CFA F, SEVENTY thousand (70 000) payable to the Municipal Revenue of the Municipality of BANWA.

Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies làbeiled as such, should reach sealed at the BANWA Town Hall, latest on 7 JULY 2023 at 09 local time and should be labelled as follows:

The maximum deadiine provided by the Contracting Authority for the dellvery of the services relating to this invitation to tender shall be (sixty) 60 days, with effect from the date of notification of the service order to start the exécution of the contract.

Each bidder must include in their administrative documents, a bid bond established and issued by a first rank bank approved by the Ministry in charge of Finance and of which the list features in document 11 of the Invîràtiori to tender (DAG), amounting CFAf, six hundred fifty thousand 

lnderpain of rejection, the administrative documents required, including a bid bond, should be produced in driginals or in certified true; copies by compétent authorities, in accordance with the stipulations of the Général Régulations of the Invitation to tender. They should be dated not more than three (03) months orshould have been established later to the date ofsigning the Invitation Notice.
Any bid not compliant with the prescriptions of this Notice and Invitation to tender shall be declared inadmissible. Bids reaching after the dates and time-limits for the submission shall not be admissible.

The opening of bids, whiçh shajj be carried out in one phase, shall take place on 07 JULY 2023 at 10 am prompt by the Internai Tenders Board BANWA Council in the Conférence Room of Town Hall.
Only bidders or their duly mandated représentatives having perfect knowledge of the file shall be called upon to take part in the opening session.

A. Eliminatory criteria:
1. Incomplète administrative file notregularized within forty-eight (48) hours;
2. absence of bid bond;
3. False déclaration orforged documents;
4. Technical offer less than 80%:
5. have been cancelled for default during the exécution of a project ;
6. Omission in the price list, ofa quantified unit price and sous détail des prix;
7. The respect oftechnical spécification
8. No conformity of model of soumission
B. Essential criteria:
1. Général présentation of bid;
2. Compliance ofthé equipment to the technical spécifications ofthe Invitation to tender;
3. After-sales service;
4. Maximum delivery deadiine ofthirty (30) days.
Any submission nothaving obtained a cumulative percentage of 70% of « YES» shall not have ils financial bid examined.

Bidders shall remain committed by their bid for ninety (90) days with effect from the deadiine set out for the submission of bids
