The Mayor of the Borough Council of Yaoundé I, the Client, is launching a request for quotation for the works for the development of a natural source of drinking water in Nkolondom I
In the district commune of Yaoundé 1st, under emergency procedure.

The work of this consultation consists of the nature and quantity described in the constitutional regulations and in the context of the quantitative and estimated estimate.

Participation in this consultation is open to all Cameroonian law firms established in Cameroon and working in the field of civil works or rural engineering.

The works subject of this consultation are financed by the investment budget 2017 of the Borough of Yaounde 1, budget allocation: II 220 150 Construction of roads, roads, bridges etc. (appropriations transferred from the MINADER BIP, Financial year 2017), at an objective cost of 8,000,000 FCFA.

The file can be consulted during working hours with the Secretariat of the Communal Procurement Commission located at the secretariat of the Secretary General of the Yaounde City Council I as soon as this notice is published.

The file may be obtained from the services of the Municipal Revenue of Yaounde I as soon as this notice is published, against payment of a non-refundable sum of fifteen thousand (fifteen thousand) CFA francs, payable to the fund of the said Municipal revenue.

Each tender written in French or in English in six (06) copies of which the original and five (05) copies marked as such must be received in a sealed envelope at the office of the courier of the Mairie de Yaoundé Mayor at the time of publication of this notice, no later than 04 May 2017 at 1 pm and shall bear the words:

"To be opened only in session of counting".

The maximum period of execution envisaged by the Client for the realization of the works is of two (02) months.

Each tenderer must attach to his administrative documents a tender security issued by a bank of first order approved by the Ministry of Finance in the amount of 160,000 CFA francs and valid for thirty (30) days at The date of the original validity of the tenders.

In the event of rejection, the other administrative documents required must be imperatively produced in original or certified copies by the issuing department or an administrative authority (Prefect, Sub-Prefect,) in accordance with the stipulations of the Special Regulations of the Appeal of an appeal, Offers.

They must be dated less than three (3) months before the date of submission of tenders or have been established after the date of signature of the Invitation to Tender.

Any tender which does not comply with the requirements of this notice and the Bidding Documents will be declared inadmissible. In particular, the absence of the bid bond issued by a first-rate bank approved by the Ministry of Finance or the non-respect of the models of the tender documents will lead to the rejection of the tender.

The opening of the folds will be done in one time.
The opening of administrative documents and technical and financial offers will take place on Thursday 04 May 2017 at 14.00 hours by the Internal Procurement Commission in the deliberation room of the Mairie de Yaoundé I.
Only tenderers may attend this opening session or be represented by a person of their choice.

(B) External envelope bearing the identification of the tenderer;
(C) False statements or falsified documents;
(E) Execution time greater than prescribed
(F) Failure to comply with the criteria set out in Articles 3 and 11 of the consultation dossier.

(D) Incomplete technical file;

         Financial offer

(A) Omission of a quantified price from the price schedule;
(B) Submission of less than 95% of the target cost.
          
12. The main qualification criteria
The criteria for the qualification of candidates will be indicative of:
    A) Presentation of the tender (2 criteria)

     B) Attestation of site visit (2 criteria)

C) Technical references (2 criteria)
• Realization of the company in similar works (supply of drinking water, construction of well equipped with manual pump, installation of source of drinking water, etc.),
• Average annual turnover for the last three years

      D) Methodology and planning (6 criteria)
Technical note on:
• Construction site instalation,
• Description of workshops
• Methodology and organization
• Supply of building materials;
• Planning and turnaround time
• Site safety and communication

    E) management staff (key personnel only) (5 criteria)
(Work supervisor, site supervisor)

Availability and condition of essential equipment and supplies.

.. Only those offers that have met at least 70% of the essential criteria will be accepted for financial evaluation.

Administration in the name of which the Letter Order will be concluded:
The Order Letter will be concluded between the beneficiary and the Borough of Yaoundé I represented by the Mayor of Yaoundé I.

Tenderers shall remain bound by their tenders for 60 days from the closing date for the submission of tenders.
