Within the framework of the protocol agreement between the North West Livestock Development Fund (CDENO) and the Integrated Agropastoral and Fisheries Import Substitution Plan (PIISAH), the Administrative Director of the North West Livestock Development Fund (CDENO), contracting authority hereby launches a call for manifestation of interest in view of selecting a Consultant to carry out the artificial insemination of 400 dairy cattle in the West and North West Region

The services to carry out is the artificial insemination of 400 dairy cattle and close follow up for at least one month to ensure the process is succesful.

2. Bids in French or English shall be submitted in Five (5) bound copies i.e. one (1) stamped original and four (4) copies addressed to and should reach CDENO, SIGAMP UNIT, on or before the 10/07/2025 at 11.00 A.M in a single envelope comprising the administrative, technical and financial Documents upon the issue of an acknowledgement receipt. The Envelop shall be addressed as follows:

Documents for the manifestation of interest shall comprise the following:
a) A stamped declaration of intention to tender précising the rubric chosen
b) A certificate of incorporation
c) A copy of tax payer’s card
d) An attestation of Non Bankruptcy issued by the Court of First Instance
e) An attestation of non-exclusion issued by the public contract regulatory Board (ARMP)
f) References of similar activity carried out indicating the nature of the work, the amount, the year and also the name and address of the contracting authority with copies attached.
g) List of equipment available and show proof of ownership or hire
h) List of permanent personnel and their technical knowhow with justifying documents.
The bids shall be evaluated according to the criteria in 4 above:
A. Eliminatory criteria
1. Absence or non-conformity of an element in the document and failure to submit within 48hrs
2. False declaration or falsified documents;
B. Essential criteria
1- General presentation of the tender files;
2- References of the company in similar achievements;
3- Quality of the personnel per lot requested;
5- Logistics.

The list of successful enterprises will be published after evaluation and this list shall remain a reference in the selection of bidders for the activity.
