The Vice-Chancellor of the University of Bamenda (UBa) hereby launches an open emergency invitation to tender for the recruitment of a service provider to run the university restaurant.

The running of the university restaurant comprises the following:
i) Preparation of daily meals for students and staff following the agreed menu by the
University and some special dishes solicited by the university for some arranged
events.
ii) The effective functioning of the equipment;
iii) Regular maintenance of equipment and premises.
iv) Maintenance of cutlery and supply of food needed.

The provisional costs of this lot will be 225 000 000 FCFA.

The services to be provides through this tender consists of a single lot

Participation in this invitation to tender is opened to all Cameroonian service providers or
group of companies involved in catering services, based in Cameroon and who show prove
of being currently active in this field.

The financing of the services shall be from the Functioning Budget of the University of Bamenda in the 2021 financial years. Budget head: 461-340022-670111.

The file may be consulted during working hours at the service of contracts at the Directorate of Development, Physical Plant and Infrastructure (DPPI) of UBa - Bambili, as soon as this notice is published.

Tender documents can be obtained during working hours at the office for Development, Physical Plant and Infrastructure, Bambili campus of The University of Bamenda, upon presentation of the original receipt of payment of a non-refundable fee of 130,000 (One hundred and thirty thousand) CFA francs in the ARMP Special Allocation Account (CAS) No. 10001 06860 33598860001 94, opened in the books of BICEC.

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the Service of contracts in Development, Physical Plant and Infrastructure (DPPI) office P.O Box 39 Bambili of the University of Bamenda not later than 22/09/2021 at 11 am and should carry the inscription:

The maximum duration provided by the Project Owner for the services subject of this invitation to tender is 12 months. This duration starts from the date of notification of the service note for the manager to start work.

Each bidder must include in his administrative documents, a bid bond issued by a financial institution approved by the Ministry in charge of finance of an amount of 4.500.000 (Four million five hundred thousand) CFA francs.
The bid bond should be valid for thirty (30) days beyond the date of validity of bids.

Opening of the administrative file, the technical and financial files shall be done in one session on 22/09/2021 at 12 pm in the conference hall of the Vice Chancellor of the University of Bamenda by the Internal Tenders Board of the University of Bamenda in the presence of the bidders or their representatives having a sound knowledge of the bids.

Eliminatory Criteria:
 Incomplete administrative documents 48h after the opening of the bids
 Absence or non-conformity of the bid bond
 False declaration or forged documents
 To have abandoned the execution of a public contract in the last three years
 Non satisfaction of at least 75% of the essential criteria
13. Essential criteria
The bids of the bidders shall be evaluated as follows:
 Presentation of the bid
 Experience of the bidder in doing similar services in university or similar milieu
 Qualification and experience of the personnel
 Equipment
 Methodology of execution of the services at each phase, technical know-how in the
use of human investment (HIMO), methodology of working in university
environment, respect of the environment, source of materials and the preparation of
storage facilities.
 Planning and execution of daily services and a site visit report

The contract shall be awarded to a bidder who present the most economical bid and fulfil the technical and financial requirements to offer the services.

Bidders will remain committed to their bids for ninety (90) days from the deadline
set for the submission of bids.
