Within the framework of the implementation of its 2022 approved activities, the Director General of the South West Development Authority (SOWEDA) hereby launches an Open National Invitation to Tender for the Rehabilitation and Renovation of SOWEDA Office Buildings in Buea

The various Nvorks to be executed shah include:

Preparatory Works

 -Plumbing and Sanitation

 -Painting, and Decoration Works

-    Wood. Glass and Iron Works

-    Electrification

The estimated cost of the works following prior studies stands at the sum of FCFA 12,000,000 (twelve million francs).

This National Invitation to Tender is open to Cameroonian-based enterprises/contractors that baye proven their ability and expertise in the execution of such works.

The works which forms the subject of this invitation to tender shah be financed by the 2022 Running Budget of SOWEDA (GoC/Line 612120).

lnterested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of Administration and Finance) during working hours (7.30 a.m. to 3.30 p.m.) Monday to Friday.

The file may be obtained from the same address above, as soon as this notice is published against payment of a non-refundable fee of 20,000 (twenty thousand) francs CFA, into the CAS-ARMP Account N° 335 988 in am BICEC Bank Brandi.

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the SOWEDA Head Office (Department of Administration and Finance) South West — Buea, against a receipt not latex than 18/03/2022 at 10.00 a.m. local time and labelled as follows:

The maximum deadline for the execution of the ‘vorks shall be 02 (two) months from the date of issue of Service Order for the commencement of works.

Each bidder shall have to include in his tender a standard bid form indicatin2 costs exclusive of all taxes and taxes included and work execution deadlines

Under penalty of rejection, the required administrative documents must imperatively be produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the invitation to Tender, within the fast three months, otherwise they shah not be accepted.

Any bid not in compliance with the specifications of this tender notice and file shah be declared inadmissible. Notably, the absence of the bid bond issued by a tirst rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shah lead to outright rejection of the bid without any

The offers shah be opened in a single phase. The administrative, technical and financial bids shah be opened on 18/03/2022 at 11.00 a.m., local cime by the SOWEDA Internai Tenders Board in the SOWEDA Conference Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

• Absence of a bid bond
• Absence or non-con formity of an administrative document within 48hours after bids opening
• False declaration or falsified document
• Uncertilied diploma(s) of personnel
• Financial capacity below 50% of the amount of the project;
• Absence of declaration of non-abandonnent of a public contract during the hast three years; Essential Criteria The following binary mode of evaluation shall be used:

 Only bids that would have obtained a score of at least 70% of "YES' responses in the technical evaluation shall be retained for financial evaluation

The contract shah be awarded to the bidder with the least financial offer after having qualified administratively and technically.

Bidders remain committed to their offers for a period of 90 days from the deadline of submission of tenders.
