Within the framework of the 2022 Public Investment Budget, the Senior Divisional Officer for Fako
on behalf of the Minister of Territorial Administration hereby launches an Open National Invitation
to Tender FOR THE COMPLETION OF CONSTRUCTION WORKS, ACQUISITION OF OFFICE
FURNITURE AND EQUIPMENT AT THE LIMBE H SUB-DIVISIONAL OFFICE, MUKUNDANGE

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications. (Document V)

The estimated cost after preliminary studies is 50. 000.000 FCFA (Fifty million francs)

1.       The tender is open to duly legalized Cameroonian enterprises with proven experience in building construction and supplies and that fulfill the requirements of this invitation to tender.

1. .         The works which form the subject of this invitation to tender shall be financed by Public lnvestment Budget of the 2022 financial year; Budget Head N^°56 07 164 01 47193222 2220

Interested eligible bidders mAx,ebtain further information during working hours (7:30 am to 3:30pm) as from'  17 FEV 2021   date of publication of this tender notice, at the secretariat of
the Divisional Office Fako, Limbe or on the ARMP online publication platform.

The complete tender file may be obtained from the Divisional Office Fako upon presentation of a treasury receipt attesting to the payment of a non refiindablc sum of 60,000 FCFA (Sixty thousand francs) at the M'imitai Tremury Limbe during working houri as from 7:3Oam to 3:30pm.

The execution dateline of work shah be one hundred and twenty (120) days. This period shah take effect from the date of notification of the service order to commence work.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of Finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the List in Document 11 of this tender file of an amount of 1,000,000 FCFA (One million francs).

NB: It is set at 2 % of the estimated amount, all taxes inclusive, and with a validity period of ninety (90) days from the date Me bids are opened.

OPEN NATIONAL INVITATION TO TENDER

The bids shall be opened in a single (01) phase on the  2 9 MARS 2022 at 11:00am local time by the Fako Divisional Tenders Board in the office of the President, located at the Former Limbe I Council Office Down Beach Limbe. Only bidders may attend or their duly accredited representatives with Power of Attorney.

14.2. Any bid without a bid bond in the administrative document will be rejected

ELIMINATORY CRITERIA

1-      There's absence of bid bond in administrative document;

2-      Failure to present missing and non-compliance document in administrative offer 48 hours alter opening;

3-      There's any fake document, False declaration or forg,ed document;

4-      There's absence of quantified unit price;

5-      Featuring on the MINMAP list of enterprises that have abandoned public contracts execution.

16.2: MAIN QUALIFICATION (ESSENTIAL) CRITERIA

The criteria relating to the qualification of candidates will indicatively be on the following:

1-      Turnover at least 20,000,000FCFA                                                                     Yes / No

The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions

Bidders shall be bound by their bids for a validity period (4'90 (ninety) days with effect from the date of opening of bids.
