As part of the implementation of the Fiscal Year 2022 Budget, the Mayor of the Rey-Bouba Council (Contracting Authority), launches an Open National Invitation to Tender for the Rehabilitation of a block of two ciassrooms at public school of Kongrong Siouto, Rey-Bouba Council, Mayo-Rey Division, Northern Région (In Emergency Procédure)

The consistency of the work is as follows:

- Preliminary work ;

- Démolition work ;

- Masonry - Elévation ;

- Frame-Cover ;

- Covering-Painting ;

- VRD.

The estimated cost of the opération after the preliminary studies is TEN million (10 000 000) CFA francs inciuding all taxes

Participation in this invitation to tender is open on equal terms to ail building and public works companies established in Cameroon.

The Works that are the subject of this invitation to tender are financed by the Own Funds of Rey-Bouba Council for the financial year 2022.

The file can be consuited and removed during work hours in the services of the Rey-Bouba Councll (Tel: 696 538 033) as soon as this notice is published.

The file can be obtained at the Rey-Bouba Council as soon as this notice is published, against présentation of a receipt of payment to the Rey-Bouba Municipal Recipe of a non-refundable sum of Twenty-flve thousand (25 000) CFA francs representing the costs acquisition of the DAO. Each bidder must attach to his administrative documents a tender deposit issued by a first-rate bank approved by the Ministry of Finance and llsted in Exhibit 12 of the DAO, the amount of Two hundred thousand (200 000) CFA francs and valid for thirty (30) days beyond ttie original bid validity date.

Under penalty of rejection, the administrative documents required must imperatively be produced originals or certified copies by the issuing authority (Senior Divisionai Officer, Divisional Officer ) in accordance with the conditions of the invitation to tender.

They must be dated less than three (03) months preceding the date of submission of bids or have been established after the date of signature of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Including the absence of a bid bond issued by a first class bank approved the Ministry of Finance.

The opening of the folds will be done in a time.

The opening of the administrative documents and the technicai and financial offers will take place on 16 MARCH 2022 at 03:00 pm. Only bidders may attend this opening session or be represented by a duly authorized person of their choice.

- Elimination Criteria

The main criteria for eiiminating candidates' bids are defined as follows:

- Absence of bid deposit;

- Non-compliance with a piece of the administrative file (after a 48-hour delay for the relevant bidders);

- False statement or falsified part;

- Any technicai offer with a score of less than 70% (Yes) will be considered bad and excluded from the rankings;

- Lack of a quantified unit price;

- Non-compliance with the submission model.

The criteria for the qualification of the candidates will relate to:

- General présentation of bids Yes/No

- Turnover Yes/No

- Access to a line of crédit or other financial resources Yes/No

- Contractor's references Yes/No

- Staff experience Yes/No

- Availability of materials and equipment Yes/No

- The financial capacity Yes/No

Only the offer with a score of 70% or more will be quallfied or the rest of the procédure.

The Contracting Authority will award the Contract to the bidder whose bid was evaluated as lowest and technically qualified to perform the contract satisfactorily.

Bidders remain committed to their bids for ninety (90) days from the deadiine for submission of bids.
