Tender FOR THE CONSTRUCTION OF AN INDUSTRIAL
CHEMISTRY LABORATORY AT GBTHS LIMBE, LIMBE II SUB

DIVISION

1.    The works comprise the outcome of the preliminary studies carried out andthe detailed information provided in the technical specifications. (Document 1'9, page 48

1.        The estimated costs after preliminary studies is thirty-five million (35.000.000) FCfA

1.  The tender is open to duly Iegalized Cameroonian enterprises with proven experience in building construction and that fulfill the requirements of this invitation to tender.

1.   The works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2022 financial year: Budget Head No: 56 25 105 01 57 19 320 2222

AN INDUSTRIAL CHEMISTRY 3:30pm as from 25/02/2022 date of publication of this tender notice, at the Divisional Office Fako, Limbe or on the ARMP online publication platform.

The complete tender file may be obtained from the Divisional Office Fako upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of fifty rive thousand (55.000) fcfa at the Divisional Treasury Limbe, (7:30am to 3:30pm

1. Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach Divisional Office Fako on the 05/04/2022 at 10:00am local time and labeled.

1. The execution dateline of work shall be one hundred and twenty (120) days. This period shall take effect from the date of notification of the service order to commence work.

Each bidder must include in his/her administrative documents a bid bond issued by a first­rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bançaire pour l'Afrique Centrale) featuring on the list in Document 12 of this tender file of an amount of seven hundred thousand (700.000) fcfa.NB: h is set at 2 % of the estimated amount, all taxes inclusive, and with a validity period of ninety (90) days from the date the bids are opened

The bids shall be opened in a single (01) phase on the 05/04/2022 at 11:OOam local time by the Fako Divisional Tenders Board in the office, located at the Former Limbe I Council Building. Only bidders may attend or their duly accredited representatives with Power of Attorney.  Any bid without a bid bond in the administrative document will be rejected

1-      There's absence of bid bond in administrative document

2-      Failure to present missing, and non-compliance of documents in administrative offer 48 hours alter opening

3-      There's any fake document, False declaration or forged document

4-      There's absence of quantified unit price

5-      Absence of declaration on honour attesting that the bidder has not abandoned any project.

15.2: MAIN QUALIFICATION (ESSENTIAL) CRITERIA:

The criteria relating to the qualification of candidates will indicatively be on the following:

1-    Turnover at least: 15.000.000 FCFA                                                 Yes / No

2-    Attestation of Solvency from a recognized bank not less than 15.000,000 FCFA Yes / No

3-    Enterprise's references                                                                  Yes / No

4-    Methodology                                                                               Yes / No

5-    Availability of material and essential equipment                                    Yes / No

6-    Experience of supervisory staff                                                         Yes / No

NB: The marking scale for offers by scoring of points is hanned in favor of the binary method (Yes or No).

The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions.

Bidders shall be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.
