FOR THE CONSTRUCTION OF A BLOCK OF TWO CLASSROOMS EACH AT GSS BWIYUKU TOLE IN FAKO DIVISION, GHS MAMFE IN MANYU DIVISION„ GTC NTEMZEM WABANE IN LEBIALEM DIVISION, GSS NGOBENYOE AND GTHS BANGEM IN KUPE MANENGUBA.
This involves the realization of the fasks outlined in the bills of quantifies and cost estimates and elaborated in the special technical clauses comprising notably:
-Preliminary works and actions involving; Sfudies and site installation;
- Earth Works ;
- Foundation Works ;
- Elevation/masonry Works ;
- Electrical Works ;
- Metal/Wood Works ;
- Painting ;
- Roofing.
The estimated cost after preliminary studies stands at: One hundred and four million 104,000,000 FCFA.

The works which are subject of this invitation to tender are grouped into FIVE (05) lots.
Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities, who are not under suspension by the authority in charge of public contracts
Works which formed the subject of this invitation to tender shall be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2022 financial year through budget hem! (imputation) N°. 220140
The tender file shall be consulted during working hours at the SOUTH WEST REGIONAL ASSEMBLY, precisely at the cabinet of the President Tel: 233 32 61 86 as soon as this notice is published
The tender file may be acquired from the SOUTH WEST REGIONAL ASSEMBLY office at the President's cabinet Tel: 233 32 61 86 as soon os fhis notice is published and upon presentation of a non-refundable treasury receipt (payable at the regional assembly Treasury bearing the amount of Forty thousand (40.000) FCFA. Such a receipt shall identify the concerned bidder
Each bid drafted in English or French shah be presented in seven (07) copies including the original and six (06) copies marked as such. These shall be submitted in one sealed packet containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The sealed packet should reach the President's Cabinet, latest the 15/04/2022 at 10:00 am local time and should carry the inscription:
The maximum duration of execution provided for by the Contracting Authority is Three (03) months. This duration is as from the date of notification of the service order to start work.
Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate banking establishment and other financial institutions approved by the Ministry in charge of finance, (see list in document No. 11 of this tender file), and of an amount of Four hundred thousand (400,000) FCFA for LOTS 1,2,3,4 each And Four hundred and eighty thousand (480 000) fcfa for Lot 05 valid for thirty (30) days beyond the dote of validity of bids.
Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days atter the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

Offers which arrive after the deadline and time shall not be received.
The opening of the bids in one phase shall be done on the 15/ 04/2022 at 11:00 am prompt local time in the Conference Hall of the SOUTH WEST REGIONAL ASSEMBLY OFFICE by the SWRAITB.
Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity.
- lst Stage : verification of the presence and conformity of each administrative document ;
- 2nd Stage : Evaluation of the technical bids ;
- 3rd Stage: Analyses of the financial bids. The criteria of evaluation shall be as foliows:
- Absence of bid bond;
- False declaration or falsified documents;
- Omission of a quantified task on the bill of quantities and cost estimates;
- Enterprise with an abandoned project in the REGION;
- Enterprise under suspension;
- Non satisfaction of at least 70% of the main qualification criteria.
Main qualification (essential) criteria: The evaluation of the bids shall be done on predefined technical criteria following the binary process n'es' or 'No'). The criteria relating to the qualification of candidates will indicatively be on the following:
- General Presentation, compliance with the model bid;
- Financial capacity;
- Experience (references) of the enterprise;
- Personnel to be mobilized
- Material and essential equipment put at the disposai of the project;
- Methodology, organization of the site and relevance of proposed solutions;
The controct shall be awarded Io the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with satisfactory technical score and the lowest financial offer.
NB: NO BIDDER CAN BE AWARDED MORE THAN TWO (02) LOTS
The bidders she' remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
