Within the framework of the execution of the 2022 REGIONAL ASSEMBLY INVESTMENT BUDGET, THE PRESIDENT OF THE SOUTH WEST REGIONAL EXECUTIVE COUNCIL hereby launches an open national invitation to tender (Through emergency procedure) for the construction of a maternity block at the Wabane and another at the Nguti district hospital

The works comprise notably THE CONSTRUCTION OF A MATERNITY BLOCK AT WABANE AND NGUT1 DISTRICT HOSPITAL. This involves the realization of the tasks outlined in the bills of quantifies and cost estimates and elaborated in the special technical clauses comprising notably:

• Preliminary works and actions involving; Studies and site installation;
• Earth Works ;
• Foundation Works ;
• Elevation/masonry Works ;
• Electrical Works ;
• Metal Works ;
• Painting ;
• Plumbing works, accessories
• Tiling
• External arrangement
• Wood works
• Roofing

The estimated cost after preliminary studies stands at: One Hundred million francs (100,000,000) FCFA.

NB: A BIDDER CAN BE AWARDED ONLY ONE LOT

The works which are subject of this invitation to tender are grouped into 2 lots.

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities and who are not under suspension by the authority in charge of public contracts

Works which formed the subject of this invitation to tender shall be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2022 financial years fhrough budget head (imputation) N°. 220140

The tender file shall be consulted during working hours at the SOUTH WEST REGIONAL ASSEMBLY, precisely at the cabinet of the President of the SOUTH WEST REGIONAL ASSEMBLY (SWRA) as won as this notice is published.

The tender file may be acquired from the SWRA at the service of contract as soon as this notice is published and upon presentation of a non-refundable treasury receipt (payable at the south west regional assembly (SWRA) Treasury bearing the amount of seventy-five thousand francs (50 000) FCFA each lot. Such a receipt shall identify the concerned bidder.

Each bid for each LOT drafted in English or French shall be presented in seven (07) copies including the original and six (06) copies marked as such. These shall be submitted in one sealed packet containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The sealed packet shouid reach at the cabinet of the President of the SOUTH WEST REGIONAL ASSEMBLY (SWRA), latest the 15/04/2022at 10:00 am local time and should carry the inscription:

 The maximum duration of execution provided for by the Contracting Authority is Six (06) months. This duration is as from the date of notification of the service order to start work.

Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate banking establishment and other financial institutions approved by the Ministry in charge of finance, (see list in document No. 11 of this tender file), and of on amount of one million francs (1,000,000) FCFA each lot, valid for Thirty (30) days beyond the date of validity of bids.
Bid bonds for unsuccessful bidders shall be withdrawn not lofer thon fifteen (15) days after the aword of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

Offers which arrive after the deadline date and time shall not be received.

The opening of the bids in one phase shah be done on 15/04/2022 ai 11:00 am prompt local time in the Conference Hall of the REGIONAL ASSEMBLY by the REGIONAL ASSEMBLY INTERNAL TENDERS BOARD.

Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity.

The evaluation of bids shah be carried out in three stages:

1. Stage : verification of the presence and conformity of each administrative document ;
2. Stage : Evaluation of the technical bids ;
3. Stage: Analyses of the financial bids.

The criteria of evaluation shah be as follows:
Eliminatory criteria

• Absence of bid bond;
• False declaration or falsified documents;
• Omission of a quantified task on the bill of quantifies and cost estimates;Enterprise with an abandoned project in the REGION;Non satisfaction of at least 70% of the main qualification criteria
• Enterprise under suspension;

Main qualification (essentiel) criteria:
The evaluation of the bids shah be done on predefined technical criteria following the binary process (`Yest or `No'). The criteria relating to the qualification of candidates will indicatively be on the following:

• General Presentation, compliance with the model bid;
• Financial capacity;
• Experience (references) of the enterprise;
• Personnel to be mobilized
• Material and essential equipment put at the disposai of the project;
• Methodology, organization of the site and relevante of proposed solutions;

The contract shah be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shah be awarded to the bidder with a satisfactory technical score and the lowest financial offer.

The bidders shah remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
