Within the framework of the 2022 public investment budget, the Mayor Limbe 1 Council hereby launches an Open National Invitation to Tender (BY EMERGENCY PROCEDURE) fFOR THE OPENING OF FARM TO MARKET ROAD IN MAWOH (FROM LATE QUARTER HEAD"S RESIDENCE TO GS MAWOH TO MBADANDA BLACK BUSH 1KM)
The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specificatons (Document 5)
The estimated cost after preliminary studies is 23 000 000 FRS
Participation is open to duly legalized Cameroonian enterprises that fulfill the requi:ements of this invitation to tender.
Works which from the subject of this invitation to tender shall be funded by The Public Investment budget for the 2022 financial year.
The file may be consulted during working hours from 7:30 am to 3:30 pm from Monday to Friday at the Municipal Treasurer office of the Limbe 1 Councilfrom 05/04/2022
The file may be obtained from the Municipal Treasurers officeof the Limbe 1 Council from 05/04/2022 upon presentation of a treasury receipt attesting to the payment of a nonrefundable fee of 40,000 FCFA, payable at the Municipal Treasury Limbe Council.
Each bid drafted in English or French in seven (07) copies including one original and six (06) copies marked as such, should reach the Mayor's office of Limbe 1 Council not later than 29/04/2022 at 10:00 am and should carry the inscription:

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the
Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 460,000 representing 2% of the project amount] and valid for thirty (30) days beyond the date of validity of bids

The bids shall be opened in a single (01) phase on the 29/04/2022 at 11:00 am local time by the Limbe 1 Councillnternal Tenders Board in the Conference Hall of Limbe 1 Council. Only bidders may attend or be represented by a duly mandated person
1. case of absence of a bid bond andnon conformity of an
administrative document, 48
hours after bid opening the
bidder will be given 48 hours to
produce or replace the document in question.
2. Non conformity of bids with technical specifications
3. It has any fake or forged or fraudulent document;
4. Absence of quantified unit price.
5. Non compliance with the model bid documents (Documents 9 and 10).
6. Less that 70% of the qualification criteria

Non-respect of two (02) of the above criteria (which exclude A) shall entail rejection of the bid.
NB: the marking scale for bids by award of points is banned in favor of the binary method (Yes or No).
The Contract shall be awarded to the contractor fulfilling the best technical and financial conditions.
Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
