1.Objet New(Additif)

As part of the execution of road maintenance works on hehalf of the Fiscal Year 2017, the Departmental Delegate for Public Contracts, of the LEKIE, Contracting Authority, launches on behalf of the Ministry of Public Works, National Open Offers for the construction of a permanent bridge over the river KOKODO in the ELIG MFOMO sub division 5PK 0 + 800), Range: 6 ML Height of the Culées 53M <=3M

2.Consistance des prestations New(Additif)

The services to be provided includes the following tasks, the Iist of which is not exhaustive::

A) Site preparation:

  • Weeding-Brushing;
  •  Curling of the riverbed

B) Earthworks and roadway works:

 

  • § Forming of the platform including ditches and outlets;
  • Làan repayment
  • Rolling surfacé in lateritic basses
  • Etc..                                                                                                                                                                          C) Foundation -Piedroit-apron-bank works:
  •  Reinforced concrete (battens, slabs, sidewalks);
  • Ordinary formwork;
  • Riprap;
  • Scaffolding;
  • Removing the deck;                                                                                                                                                      D) Remediation and works:

  • Clearing of existing structures;

  • Supply and installation of nozzles 0 1000 with construction of sumps and nozzle heads in rubble masonry.

7.Consultation du Dossier New(Additif)

After the publication of this notice, the tender file may be consulted during the working hours at the tenders Board Service of Divisional Public Contracts for the Léldé, located behind the Divisional Finance Control Services Monatélé

8.Acquisition du Dossier New(Additif)

The tender file may be acquired from the tender board Service of Divisional Delegation of Public Contracts for the 'Ailé, located behind the Divisional Finance Control Services Monatélé, immediately after publication of this notice against payment (delivery of the original receipt payment) a nun -refundable fee at the public  treasury of the sun of 35,000 (Thirty-five thousand )F CFA

Tenders presentation

The documents that constitute the tender are divided into three parts conained in a sealed envelope as follows:

Envelope A containing the administrative documents (Volume 1);

Envelope B containing the technical proposai (Volume 2);

Envelope C containing the financial allocation (Volume 3).


The above-mentioned tenders presented as such will be inserted in a simple envelope bearing only the main tender references .This one must also be closed and sealed for confidentiality .The different documents of each tender will be numbered in accordance with the tender file order and separated by some interpolated sheets of the same colour

10.Delai de Livraison New(Additif)

The execution deadline sets by the Project Owner is one hundred and twenty (120) days. This period incluties the supply of scholl-benches, Rainy seasons, weather and some other factors with effect from the day of works' notification; signing's date of contract.

11.Cautionnement Provisoire New(Additif)

12.Recevabilité des Offres New(Additif)

Each bidder must include in his/her administrative documents a bid bond (truc to joined sample in annex 8.1) issue by a first rate-bank recognized and approved by Ministry of Finances, featuring on the list in document 12 of the tender file (TF) and payment of the sun of Four hundred and ninety-two thousand nine hundred and eighty (492,980) CFA francs and validity date of the offers.

Under pain of bid rejection, the other required administrative (in the course of validity) must imperatively be produced in originale and certified by the issuing service or an administrative authority in accordance with the special conditions of the invitation to tender.

They must obligatorily be updated and must not be aider than three (03) months preceding the bids deposit date or not be established after die signing of the tender file.

Any offer not in conformity with the prescriptions of this notice and tender file shall be deaared inadmissible. Especially the absence of the bid bond issue by the first rate bank, approved and recognised by Ministry of finance or the non-respect of die models of the tender file documents shah lead to the rejection of the offer.

13.Ouverture des Plis New(Additif)

The bids shall be opened once the opening of administrative documents, technical and financial offers shall be done.onthe, 2017 March 14th at 13 O'clock by the Divisional Tenders Board (DTB) Lékié, located in the building of the Divisional Delegation of Housing and urban Development for the Lékié in Monatélé, Each bidder may attend the opening session or may be represented by a person of his choice, heaving an expert and excellent knowledge of the offers.

Tender appliCanti will have twenty one (21) days to apply upon publication of this notification.

14.Critères d'évaluation New(Additif)

Tender evaluation will be done in three (3) stages:

  •  First stage: Verification of the administrative file regularity.
  •  Second stage: Technical. appraisal of the administrative tender attested as regular.
  • Third stage: yerification of the financial offer of those companies who's the tender files has been previously admitted as far as technical and administrative stages are concerned.

The tenders', evaluation criteria are the followings:

13.1 Elimin'atory criteria

13.1.1 Administrative documents

a)    Incomplete or non-compilant administrative file

b)    False declaration or forged document

13.1.2 Technical proposal                                                                                                                                               

a)  False declaration or forged document 

b)  Absence in the technical proposal of a column indicating the organization, planning and understanding of the project

c)  Absence of benches descriptive documents' and picture

d)  Failure to score at least 80 % essential criteria.

13.1.3 Financial offer

a)  Incornplete financial tender

b)  Non-compliant file

c)  Omission of a quantified unit price from the price schedule

13.2 Essential criteria

Assessment of the technical proposai will be carried out on die basis of main criteria shared as follows:

a) Experience of die main personnel;

b) The company's references;

c)  The availability of the required equipment;

d)  Work planning delay;

e)  The company's prefmancial references and abilities.

15.Attribution New(Additif)

The Lekie Divisional Delegate for the Public Contracts, Contracting Authority grants the contract to the applicant whose fie, technically skilled, assessed appealing with the lowest bid deemed to be and substantially in accordance with die tender file.

16.Durée Validité des Offres New(Additif)

Applicants will be bound by their tenders for a period of ninety (90) days with effect from the tender­submission deadline.
