The Tender Document can beobtained during working hours from the Babadjou Council (Général Secrétariat) against présentation ofa receipt of payment at the Council Treasury a non-refundable sum of 50000 F (fifty Thousand) CFA francs, representing the cost ofacquisition ofthe Tender file.

Each bid drafted in English or in French in Seven (7) copies including one (1) original and six (6) copies shall be submitted at the Babadjou Council (Général Secrétariat), upon publication ofthis invitation to tendernotlater than the 18 MAY 2022 at 9 a.m, local time deposited against a receipt and shall be labeiled;

The maximum delivery deadiine provided for by the Contracting Authority shall bethree (03) months to each lot.

Each bidder must provide an act of provisional bid bond, valid forthirty (30) days beyond the validity date of the offers and will be established by a bank approved bythe Minister incharge of Finance, the list is annexed. Theamount of the bond is CFA francs 351 000 F ( Tree hundred fifty one Thousand) francs for each lot.

Under pain of rejection, the administrative documents required. must be produced in originels or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer,,.) in accordance with the Spécial Conditions of the invitation to tender. ,
They must not be older than three preceding the original date of submission of bids (3) months or must not have been establishedafterthe signing of the tender notice.
Any incomplète offer in accordance with the prescriptions ofthis notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in chargeof Finance.

Bids shall be opened in one phase. The administrative, technical and financial bids shall beopened on the 18 MAY 2022 at 10 am local time by the Internal Commission for Public Procurement, in the presence of the bidders or their duly authorized représentatives having fui! knowledge of the file.

1 Eiiminatory Criteria
The Eliminatorv criteria set eut the minimum requirements for admission to the next essential évaluation criteria. Failure to comply with these criteria lead to rejection of the tender. These include :
Absence of Bid Bond In administrative offer;
Absence of an administrative document in the tender and not regularlzed within prescribed time;
False déclaration, falsified, forged documents ;
Omission of a quantified unit price in the financial bid;
Enterprise which is failing or hat abandoned works during the three (03) last years.

2 Essentiel criteria
The essential criteria arethose so-called primary key orto judge the technical and financial capacity of the candidates to perform the Works, subject of the Listing Application.
The main criteria for qualification détails of which are found in Exhibit 15 of this DAO include:

- OVERVIEWOFTHEOFFER;
- STAFF ;
- EXPERIENCE ;
- MATERIALS
- CAPACITY MOBILIZATION OF FINANCIAL RESOURCES ;
- METHODOLOGY OF EXECUTION OF WORK.

The contracting authoiity will award the contracts to the bidder whose bid Is evaluated to be the leastcost, fulfilling the technical and financial capacities required. Bidders who présent anormally low bids would be disquallfied foliowing régulation in place which prescribes obtention the expertise of Public Contract Regulatory Agency (PCRA) after seeking explanation from the bidderconcemed.
The successfui bidder is invited to présent as soon as possible aftersigning of the award décision, than within seven days and under penalty ofannulment ofthatdécision awarding the Babadjou Council (Général Secrétariat) for the establishment and the subscription ofits markeî. Failure to appear, the contract is awarded to the next.

Bidders shall be bound by their bids for a period ofninety (90) dayswith effect from the date of opening ofbids.
