Within the frunework of the 2022 Public Invcstment Budget, the Mayor of Dikome Balue Council on behalf of the Ministey of Decentralization and Local Development hereby launches an Open National Invitation to Tender by emergency procedure FOR THE CONSTRUCTION OF A CASSAVA PROCESSING UNITS AT DIFENDA BALUE AND BONJI BALUE

The works comprise the outcomc of the preliminary studies carried out and the detailed information provided in the technical specifications.

The estimated cost alter preliminary studies is 26 000 000 FRS.

Participation is open to duly legalized Cameroonian enterprises that fulfıll the requirements of this invitation to tender.

Services which form the subject of dıis invitation to tender shall be funded by the Public Invcstment Budget of the 2022 fınancial year budgetary head: 56 27 100 02 641913 523519 821

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is four (04) months.

Each bidder must include in his administrative documents, a bid bond issued by a fırst-rate banking establishment approved by the Ministry in charge of finance and whosc list is found in document No. 12 of the Tender File, of an amount of 520 000 CFAF and valid for thirty (30) d' ys beyond the date of validity of bids

Under pain of being rejccted, only originals or ccrtified Crue copies from the issuing service or administrative authoritics (Senior Divisional Offıcers, Divisional Oflicers, etc.) of the documents required must imperatively be produced in accordance with the special conditions of the Invitation to tender. They must not be older than three (03) months.
Any bid not in conformity with the prescriptions of titis notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shall lead to outright rejection of the bid without appeal.

The bids shall be opened in a single (01) phase on the 16/06/2022 at 11am local time by the Tenders Board of the Contracting Authority in the Conference Hall of Dikome Balue Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.

Main Eliminatory Criteria
A bid shall be rejected if:

• It Laks bid bond;
• The technical score is less than the minimum required;
• It bas any fakc or forgcd document;
• It lacks any qui-irait-mil unit price;
• It cames any falso information.
• It does not respect the model documents
• Tlıc biddcr has antcccdcnts of abandoncd,or uncomplcted projects.

The crlteria for qualification of candi pies should be on the following: 

• Access to credit or other fınancial sources (13 million francs at least) Yes/No
• References of similar jobs; Yes/No
• Availability of matcrial and essentiel equipment Yes/No
•  Experience of supervisory staff Yes/No
• Methodology  Yes/No
• Turnover as in business license above cqual to 13 million francs CFA; Yes/No
• Qualifıed personnel relevant to the job. Yes/No

Non respcct of two (02) of the above criteria shall entail rejection of the bid.

The Contracting Authority shall award the contrat to the biddcr whose bid was judged esscntially in conformity witlı the Tender File and who has the requircd technical and fınancial capacities to execute the contract satisfactorlly and whose bid was cvaluatcd as the lowest by including, where necessary, proposed rebates

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
