Within the framework of the 2022 Public Investment Budget, the Mayor of Dikome Balue Council on behalf of the Minister of Decentralization and Local Development hereby launchcs an Open National Invitation to Tender by emergency procédure FOR THE FOR THE PURCHASE OF A COMMUNITY TOYOTA HILUX (4 X 4 PICK-UP)

The works comprise the outcome of the preliminary studics carried out and the detailed information provided in the technical specifications.

The estimated cost alter preliminary studies is 28 000 000 FRS.

Participation is open to duly legalized Cameroonian enterprises that fulfti the requirements of this invitation to tender.

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2021. financial year budgetary hcad: 56 27 100 02 641913 524311 821

The file may be obtained from the secretariat of the Mayor of Dikome Balue Council, as soon as this notice is published u on presentation of a treasury receipt attestin to the payment of a non-refundable fcc of 40.000 FCFA, payable at the Dikome Balue Council Treasury.

Each bid draftcd in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the secretariat of the Mayor of Dikome Council not later than 22/06/2022 at 10am and should carry the inscription:

The maximum deadline provided by the Project Owner or Dclegated Contracting Authority for the exécution of the works forming the subject of Ibis invitation to tender is thrcc (03) months.

Each bidder must include in phis administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whosc List is found in document No. 12 of the Tender File, of an amount of 560 000 CFAF and valid for thirty (30) days beyond the date of validity of bids

Under pain of being rejected, only originals or certifıed truc copies from the issuing service or administrative authoritics (Senior Divisional Offıcers, Divisional Officers, etc.) of the documents required must imperatively be produced in accordance with the special conditions of the Invitation to tender. They must not be older than thrcc (03) months.
Any bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by an approvcd bank by the Minisiry in charge of Finance or the non-respect of the models of the Tender File documents shall lead to outright rejection of the bid without appeal.

The bids shall be opened in a single (01) phase on th 22/06/2022 at 11 am local time by the Tenders Board of the Contracting Authority in the Conference Hall of Dikome Balue Council. Only bidders ınay attend or tlıeir duly accredited rcpresentatives with Power of Attorney.

Main Eliminatory Criteria
A bid shall be rejected if:

• It Laks bid bond;
• The technical score is less than the minimum required;
• It bas any fakc or forgcd document;
• It lacks any qui-irait-mil unit price;
• It cames any falso information.
• It does not respect the model documents
• Tlıc biddcr has antcccdcnts of abandoncd,or uncomplcted projects.

The crlteria for qualification of candi pies should be on the following: 

• Access to credit or other fınancial sources (13 million francs at least) Yes/No
• References of similar jobs; Yes/No
• Availability of matcrial and essentiel equipment Yes/No
•  Experience of supervisory staff Yes/No
• Methodology  Yes/No
• Turnover as in business license above cqual to 13 million francs CFA; Yes/No
• Qualifıed personnel relevant to the job. Yes/No

Non respcct of two (02) of the above criteria shall entail rejection of the bid.

The Contiacting Authority shall award the contract to the bidder whose bid was judgcd essentially in conformity with the Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose bid was evaltıated as the lowcst by including, where necessary, proposed rebutes

Bidders will remain committed to their bids for ninety (90) days from the dcadlinc set for the submission of tenders
