Within the framework of the 2021 Public Investment Budget, the Mayor of NKONGSAMBA 3 SUBDIVISION COUNCIL, Contracting Authority, hereby launches on bohalf of NKONGSAMBA 31ha SUBDIVISION COUNCIL, in emergency procedure, an open national invitation to tender for THE REHABILITATION OF THE CROSSROAD SECTION TRACK "NGWA - BRIDGE ON DJOUHE RIVER IN NKONGSAMBA 3t¹I SUBDIVISION COUNCIL, MUNGO DIVISION, LITTORAL REGION.

The services fo be provided include:

• Installation of building site;
• Earth Works - Roadway;
• Drainage
• Security equipment

Participation in this invitation to tender is opened to Cameroonian Law Firms that fulfıll the requirement of this Tender with justification of Technical and Financial means to execute the work.
However, companies having works abandoned or in progress will not be able to take part.

These works are financed by the Public Investment Budget of MINTP, paıt of the fiscal year 2021, for on estimated amount of:

The tender file can be obtained as from the publication of the present invitation to tender at the Nkongsamba 3Nd Council, Internai Unit of Public Contract Management (IUPCM), upon presentation of Nkongsamba 3thd Municipal receipt attesting the payment of a non-refundable sum of 100 000 FCFA, at the Nkongsamba 3',1 Council Municipal Treasury.

The maximum execution deadline provided for by the Project Ownor for the execution of the works of tlıis tender shall be ninety (90) calendar days, as from the date of notification of the service order to stalt the works

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of 1 800 000 Francs CFA valid for ninety (90) days beyond.
Under threat of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer...) in accordance with the Special Conditions of the invitation to tender.
They must not be older for more than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

The bids shall be opened at once. Both administrative documents, technical and financial offers shall be opened on 06/07/2022  at 1 PM by the Tenders Board attached to the Nkongsamba 3'"d Council in the Conference hall.
Each bidder may attend the opening session or may be represented by a person of his choice, having an expert and excellent knowledge of the offers.

Eliminatory criteria
a) Absence of a bid bond
b) Absence of one document of Administrative BID, after 48 hour after the opening of Administrative BID:
c) Non conformity after 48 hour, afterthe opening of BID of one document of Administrative BID;
d) False declaration in the Tender file of the Bidder no matter the file; For This effect the contracting authority and ITB has the reserves and right to authentify all the documents which seems not to correct.
e) Non acceptance of contract such as (CCAP and CCTP not paraph, not signed and dated at the end) ;
f) Technical bid incomplete for the absence of:
- Site report
- Declare in his Technical file that the Bidder by honor is not among the enterprise or group of enterprise that have abandon projects for the past Three (03) years and who have not been on the list of suspended enterprises by Ministry Of Public Contracts
Work engineer who does not a requite qualification
g) The use of fraudulent, scanned or non-conform documents (Exposes Under the dispositions of point 1.1 of the Circular N°002/CAB/PM of 31 January 2011 relative to the amelioration of performance of the system publics contracts),
h) Absence of quantity price in offer;
i) Modification of a bill of quantity ;
j) Non satisfactory of 14 Yes /19 or less than 73%of Essential Criteria.

Essential Criterias:
1- References of the Enterprise ,
2- Availiability of materials and Essential Equipment;
3- Experience of supervisory personnel;
4- Methodology and Planning of Execution.
Each file declared technically conform most satisfy all eliminatory criterias and have at least 14  yes/19 there for 73% of the Essential Criterias mention above. Evaluated in conformity with the table of Evaluation the Technical file.

The Mayor of Nkongsamba 3 Council, Contracting Authority, will award the Contract to the Bidder technically qualified and evaluated lowest Bidder (not abnormally low) after verification and correction of the prices unity and judge substantially in conform to the Tender File Documents.

Bidders will remain committed to the offers during ninety (90) days, from the deadline set for the submission of tenders.
